Completing the integration of the Workers’ Union in Hasakah

The Syrian Future Movement is following with great interest the announcement issued by the committee appointed by the Presidential Team on Sunday, July 5, 2026, regarding the completion of all procedures for merging the Workers’ Union in Al-Hasakah Governorate and activating all its official offices. This follows a series of intensive meetings with a delegation from the General Federation of Trade Unions, the last of which was held on June 17, 2026.

The Syrian Future Movement views this step as a step forward in implementing the provisions of the January 29, 2026 agreement between the Syrian government and the Syrian Democratic Forces. It considers it a true test of the state’s ability to unify institutions, guarantee workers’ rights in all governorates, and strengthen the role of unions in defending their professional and social rights.

First: The Syrian Future Movement appreciates the completion of the procedures for merging the Workers’ Union in Al-Hasakah and commends the efforts exerted by the Presidential Team, Al-Hasakah Governorate, and the General Federation of Trade Unions to achieve this result, considering it a practical step towards unifying institutions and building the state.

The Syrian Future Movement commends this step, which culminates ongoing efforts and completes a process that began with the integration of other vital institutions in the governorate, such as the oil and energy sectors. On March 2, 2026, a government delegation arrived at the Rmeilan oil fields to conduct a comprehensive technical assessment aimed at integrating their administrative and technical structures into the Ministry of Oil, taking over the Alouk water station, and preparing a mobile power station to support the region.

The Syrian Future Movement highly values ​​Governor Noureddine Ahmed’s confirmation that the meetings with ministries in Damascus yielded “very positive” results and contributed to “accelerating the reactivation of public institutions and resolving obstacles,” demonstrating the seriousness of the parties involved in implementing the agreement.

We see this integration as a manifestation of his unwavering vision of the necessity of unifying national institutions under the umbrella of the state, thereby strengthening stability and improving services provided to citizens.

Secondly, the Syrian Future Movement notes that the integration of the General Federation of Trade Unions represents a genuine opportunity to strengthen the role of unions in defending workers’ rights and improving their professional and social conditions, thus serving the interests of the working class and society as a whole.

The Syrian Future Movement notes that the delegation from the General Federation of Trade Unions expressed optimism, emphasizing that the merger process will contribute to “unifying trade union work and strengthening its role in serving workers and defending their rights.”

The Syrian Future Movement views this move as a reinforcement of the role of trade unions as a cornerstone in protecting workers’ rights, improving working conditions, and contributing to achieving social justice. It is worth recalling that this step comes within the context of broader efforts to promote good governance, as stated in our “Syrian Future Movement and Environment” statement dated March 10, 2024, which stressed that good governance requires strong and effective institutions capable of meeting citizens’ needs.

Third: The Syrian Future Movement reiterates its firm positions supporting the protection of workers’ rights and strengthening the role of trade unions, published on its official website, including:

  • The statement on the “Zenobia Company Workers’ Strike in Rural Damascus” (dated June 8, 2026), in which it commended the social dialogue that ended the strike and affirmed that workers’ rights are a red line and that social dialogue is the only way to achieve stability and development.
  • The statement, “Ending the Zenobia Workers’ Strike” (dated June 16, 2026), commended the agreement that ended the strike and called for activating the role of independent labor unions in the private sector and enacting national legislation to establish a minimum wage.

Fourth: While the Syrian Future Movement appreciates this important step, it reiterates that the success of the merger is not measured by the number of branches activated, but rather by its ability to achieve tangible improvements in workers’ lives, guarantee their rights, and strengthen the role of unions in defending them.

Based on its national responsibility, the Syrian Future Movement recommends the following:

  1. Ensuring the continued activation of the Workers’ Union in Hasakah and providing it with the necessary support to enable it to fulfill its duties in defending workers’ rights, improving their conditions, and contributing to local development, in line with the General Federation delegation’s emphasis on the importance of unifying union work.
  2. Enhancing transparency in managing the Union’s affairs, announcing its plans and programs, and involving workers in the decision-making process to ensure that the Union truly represents their interests and does not become a mere administrative structure.
  3. Linking the work of the General Federation of Trade Unions to local development plans, so that it becomes an active partner in reconstruction and development efforts, through employing and training local workers and providing them with decent job opportunities, following successful models in other countries.
  4. Continuing the process of integrating institutions in the governorate and expediting the integration of the remaining service and administrative institutions, to ensure the unification of efforts, the provision of integrated services to citizens, and the strengthening of their trust in their state institutions.

The Syrian Future Movement reiterates its welcome of this important step, which confirms the Syrian state’s commitment to unifying its institutions and guaranteeing workers’ rights in all governorates.

We reiterate that integrating the General Federation of Trade Unions is an investment in social stability, a reinforcement of social justice, and a prelude to building a new Syria on the foundations of dignity and justice.

We call on the Syrian government and relevant authorities to continue on this path, ensuring that workers’ rights are at the forefront of priorities, and that the General Federation of Trade Unions is a genuine partner in building the new state.

For its part, the Syrian Future Movement will remain supportive, critical, and vigilant regarding this matter, striving to build a new Syria on the foundations of social justice and sustainable development.
