The Syrian Future Movement is following with great interest the Ministry of Interior’s announcement on Friday, June 19, 2026, of the launch of the new “Civil Affairs” digital application for the General Directorate of Civil Affairs.
This application, which provides a range of digital services such as appointment booking, document verification via an integrated barcode reader, and the submission and tracking of complaints electronically, is an extension of the “Your Voice Has Been Heard” application launched by the Ministry on December 21, 2025, which is dedicated to inquiries about travel bans and monitoring the status of detainees. While appreciating this step, the Syrian Future Movement recalls that these efforts are a continuation of previous promises, as the Ministry announced in September 2025 its intention to fully digitize civil registry services by March 2026.
The Syrian Future Movement commends the Ministry of Interior’s efforts in launching this application, which contributes to facilitating citizens’ access to essential civil services and reduces their need to frequently visit government offices.
We see this step as embodying the vision of a “New Syria” in adopting modern technology to improve government performance and enhance transparency and efficiency.
We also note that this application is part of the digital transformation adopted by the Syrian government, which aims to build an integrated government system capable of meeting citizens’ needs quickly, accurately, and securely.
The Syrian Future Movement points out that automating administrative services contributes to reducing human intervention, thus minimizing opportunities for the corruption and nepotism that prevailed under the former regime.
We emphasize that the suffering of citizens from bureaucracy and administrative complexities was one of the most prominent manifestations of corruption that Syrians faced for decades.
Making services available through an electronic application is a step in the right direction to restore trust between citizens and the state and promote the principle of equal opportunity in accessing services.
The Syrian Future Movement reiterates its unwavering support for digital transformation and the development of government services, as published on its official website. This includes:
- The statement on “Electronic Notification and Digital Transformation in the Syrian Judiciary” (dated May 8, 2026), which commended the adoption of digital addresses for lawyers as an official means of serving legal notices, considering it a step towards a more efficient and transparent digital justice system.
- The statement on “Mastercard’s Announcement of Return to Syria and Strengthening Digital Transformation” (dated May 10, 2026), which welcomed the move to reconnect the Syrian market to the global payments network and emphasized the importance of digital financial inclusion.
- The study on “The Central Bank of Syria’s Strategy 2026–2030” (dated May 7, 2026), which indicated that digital transformation in the financial and banking sector is a fundamental pillar for achieving monetary stability and sustainable development.
While the Syrian Future Movement appreciates this positive step, it emphasizes that digital transformation is not limited to launching applications. It requires a robust technological infrastructure, staff training, public awareness campaigns, and ensuring service accessibility.
Based on its national responsibility, the Syrian Future Movement recommends the following:
- Announcing a clear mechanism for addressing technical and administrative complaints that may arise while using the application, providing fast and effective technical support channels, and developing a training plan for the staff responsible for managing the application, similar to the Ministry’s plan to add the “Smart Assistant” service soon.
- Expanding the scope of services offered through the application to include all civil transactions, in line with the Ministry’s previous commitment to digitizing all civil registry services, and establishing a clear timeline for completing this plan.
- Ensuring access to the service for those least able to use technology, such as the elderly, people with disabilities, and residents of remote areas, by providing community access points, simplified interfaces, or telephone technical support, to prevent the digital divide from becoming a new factor of exclusion.
- Launching extensive national awareness campaigns to introduce the application and its services, in cooperation with media outlets and civil society organizations, to ensure that information reaches all citizens and enhance trust in government digital services.
The Syrian Future Movement affirms its welcome of this important step, which demonstrates the Syrian government’s commitment to modernizing government services and promoting digital transformation.
We call on the Syrian transitional government to build on this achievement and work to expand the scope of digital services, ensuring their quality and comprehensiveness, so that they may serve as a model for the region and a practical embodiment of the “New Syria” vision based on efficiency, transparency, and fairness in providing services to citizens.
