October 11th marks the International Day of the Girl Child—an observance established by the UN General Assembly in December 2011 (Resolution 66/170) to recognize the rights of girls and the unique challenges they face worldwide.
This year, the occasion arrives at a time when Syrian girls are confronting a highly complex humanitarian and legal reality, stemming from a legacy of long-standing authoritarianism, years of war, and ongoing displacement.
Recent statistical and social reports from international organizations focused on children and women reveal alarming figures: girls constitute the largest segment of the 2.45 million Syrian children currently out of school—a situation driven by exploitation, extreme poverty, and the absence of safe educational environments in camps and conflict-affected areas.
Furthermore, surveys by civil development centers indicate a sharp rise in child marriage rates (among girls under 18) within refugee and informal displacement communities. This trend represents a systematic destruction of the next generation’s potential and the premature exclusion of the very pillars of civil society.
The Syrian Future Movement asserts that empowering Syrian girls and protecting their legal and educational rights is a sovereign and structural cornerstone for building a modern civil state. True freedom and civilizational renewal in the Syria of the future cannot be achieved while half the potential of its rising generations is deprived of the most basic elements of care and equality. The Syrian Future Movement views the rise of violence, early marriage, and forced school dropouts among Syrian girls as a direct consequence of policies of systematic displacement and the absence of deterrent legal frameworks—policies instigated by an authoritarian regime that sought to keep society uneducated and to fragment its family and social structures in order to ensure its own survival.
The Syrian Future Movement believes that the intellectual and enlightenment-oriented battle in Syria begins in schools. It calls for the immediate launch of comprehensive national and grassroots campaigns to reintegrate girls who have dropped out of the education system and to provide safe, sustainable educational environments that enable them to complete their secondary and university education without economic or social barriers.
The Syrian Future Movement emphasizes the need to activate the role of local civil society and women’s organizations in raising legal and health awareness, empowering families to reject practices that marginalize girls, and harnessing the potential of young Syrian female professionals—specifically educational and psychological specialists—to spearhead efforts toward community protection.
Grounded in its vision of a civil and progressive society, the Syrian Future Movement proposes a clearly defined roadmap:
- Updating the legislative and legal framework: A commitment to amending local Syrian laws to unequivocally prevent and criminalize the marriage of minors, and to provide comprehensive constitutional protection for children’s rights in accordance with international standards and conventions. Launch of the “Girls’ Educational Grants Program”: A national initiative dedicated to supporting girls across all of Syria—particularly in rural areas—in collaboration with donors, to cover the costs of modern vocational, academic, and technical education.
- Vocational and Digital Integration for Young Women: Designing advanced training programs that enable Syrian girls to acquire modern digital and technological skills (such as software development and remote business management), thereby qualifying them to participate effectively in the contemporary economy and bridge the employment gap.
- Psychosocial Protection Partnerships: Coordinating with United Nations organizations to establish specialized psychosocial support centers within residential communities and camps, helping girls overcome the effects of trauma and conflict while building their confidence in the future.
