Official processions: between protocol and prestige

The Syrian Future Movement has been following the widespread criticism sparked by a circulating video showing an official motorcade with several cars and security escorts. Many considered this scene incongruous with the economic hardship faced by Syrian citizens and with the government’s repeated statements about resource scarcity and an “empty treasury.”

While the Syrian Future Movement appreciates the public’s sensitivity to any displays that might be interpreted as extravagance or a show of power, it believes it is essential to analyze the scene objectively, without exaggeration or ignoring the security and protocol dimensions of government operations.

The Syrian Future Movement believes that the criticism leveled at the motorcade is based on objective facts that warrant consideration:

1. The sensitivity of the scene given the current circumstances. Syrian citizens, suffering from deteriorating services, soaring prices, and a plummeting currency, find themselves confronted with a scene that raises questions about spending priorities, especially in light of repeated official statements about limited revenues and a public treasury deficit.
2. Past experience leaves its mark. The practices witnessed during the decades of the former regime—displaying power and wealth at the expense of citizens’ suffering—have made public opinion extremely sensitive to any appearance that could be interpreted as a return to that culture.
3. There is a contradiction with the government’s austerity rhetoric. Government officials have issued statements about the need to rationalize spending, making the appearance of official motorcades of this size create a gap between rhetoric and practice.

In contrast, the Syrian Future Movement believes that there are objective factors that must be considered to assess the situation in a balanced way:

1. Security considerations: Government officials, especially during a transitional phase where the security situation has not yet fully stabilized, require protection measures commensurate with the nature of the threats. These measures cannot be measured by the standards of ordinary times.
2. The nature of official occasions: Some motorcades may be related to official events or field visits that necessitate a large security and administrative presence, and do not necessarily reflect the daily lives of officials.
3. Government protocol: Any state follows established protocols for receiving and transporting its officials, especially at official events.

In this context, the Syrian Future Movement reiterates its consistent positions, published on its official website, which emphasize the importance of oversight and accountability in building the new state:

• Statement on “The Importance of Popular Oversight in Protecting the National Transition” (dated July 11, 2025): This statement called for the establishment of popular and institutional oversight mechanisms and affirmed that “transparency and accountability are the two fundamental pillars of any successful national transition.”
• Statement on “The Ministerial Circular Regarding Nepotism” (dated August 5, 2026): This statement commended the steps taken to enhance integrity and combat nepotism in state institutions.

Based on its national responsibility for oversight and constructive criticism, the Syrian Future Movement recommends the following:

1. Transparency in government spending through the publication of detailed budgets allocated for protocol and security escorts, making them subject to review and audit by the public and oversight bodies, in accordance with the relevant authorities’ confirmation that these escorts were not funded from the public treasury.
2. Adhering to the spirit of the current phase in official practices is crucial. An authority (even a transitional one) that calls upon its citizens for patience and sacrifice must ensure its officials serve as role models of humility and exemplary conduct, thereby strengthening trust between the state and its citizens.
3. Distinguishing between legitimate security rights and unjustified displays of force is essential. This can be achieved by establishing clear standards for the use of vehicles and escorts, ensuring that security measures do not become displays disproportionate to the current context.
4. Promoting a culture of public dialogue is vital. Establishing channels of communication between government institutions and citizens is essential to explain the nature of protocol and security procedures and to refute any ambiguity or rumors, rather than allowing them to escalate on social media.
5. Subjecting government practices to public and institutional oversight is necessary to ensure that such motorcades do not remain outside the realm of accountability. A clear and swift response from the relevant authorities, whether through clarification or correction, is required.

The Syrian Future Movement emphasizes that the spirit of the transitional phase demands humility in practice, transparency in spending, and a high degree of sensitivity to the feelings of citizens. Citizens expect their new state to be fundamentally different from its predecessor in every aspect, even in the daily lives of its officials.

The Syrian Future Movement reiterates that trust between the people and the state is built through example and practice, not speeches and slogans. Any practice, regardless of its justification, remains subject to public scrutiny, and the public deserves transparent answers to its questions and clear responses to its concerns.

For its part, the Syrian Future Movement will continue to support all that strengthens transparency and accountability, criticize all that threatens citizens’ trust in their state institutions, and monitor all that is accomplished on the ground, striving for a new Syria where the state is a model of humility and commitment, as well as of its policies and decisions.
