The Syrian Future Movement is closely following the announcement issued by the Ministry of Agriculture and Agrarian Reform on Saturday, June 6, 2026, regarding the commencement of steps to integrate agricultural institutions in Al-Hasakah Governorate, in implementation of the January 29, 2026 agreement between the Syrian government and the Syrian Democratic Forces (SDF).
On the same day as the announcement, a meeting was held between the Director of Agriculture in Al-Hasakah, Hayel Al-Kalash, and Mazloum Hassan, representing the Agriculture Authority of the Autonomous Administration. During this meeting, a comprehensive integration plan was developed, based on clear criteria and priorities. The first practical step will be the integration of the Directorate of Agriculture itself. Discussions also included mechanisms for distributing agricultural supplies, marketing crops, and coordinating the wheat harvest.
The Syrian Future Movement commends the integration of agricultural institutions, considering it a practical embodiment of the January 29, 2026 agreement and a reflection of its unwavering commitment to supporting dialogue and national reconciliation. The Syrian Future Movement also appreciates the efforts exerted by the Ministry of Agriculture and Agrarian Reform and relevant authorities in the Syrian government, in cooperation with the Agriculture Authority of the Autonomous Administration, to achieve this step, which aims to unify agricultural administrations in Al-Hasakah Governorate and regulate the processes of receiving, storing, and distributing crops according to central regulations.
While the Syrian Future Movement commends this step, it recalls that the agricultural sector constitutes the backbone of the economy in Al-Hasakah Governorate, and that unifying its administration will positively impact food security and improve the livelihoods of thousands of families who depend on agriculture as their primary source of income.
We believe that the continued operation of two parallel institutions would have prolonged the suffering and disrupted the agricultural season, and the optimal solution lies in their complete integration under the umbrella of the state.
We also see this step as embodying our long-held vision of resolving crises through dialogue and understanding, not through policies of fait accompli.
The Syrian Future Movement notes that the step of merging agricultural institutions is the culmination of continuous efforts that began with the signing of the agreement and included other vital sectors. We recall here:
- The oil and energy integration file, which saw a government delegation arrive at the Rmeilan oil fields on March 2, 2026, to conduct a comprehensive technical assessment aimed at integrating their administrative and technical structures into the Ministry of Oil.
- The health file, where the Hasakah Health Directorate began receiving medical supplies from the Ministry of Health and called on employees dismissed “for revolutionary reasons” to report for duty according to the established schedules, as a first step towards reorganizing staff within the official structure.
- The education file, where the Ministry of Education finalized the appointment of a new Director of Education for Hasakah.
- The electricity and water file, where extensive meetings were held to activate the agreement in these two vital sectors.
- The employee integration file, where the Governor of Hasakah, Noureddine Ahmed, announced on April 7, 2026, the integration of approximately 40,000 employees affiliated with the Autonomous Administration into the Syrian state structure, appointing them according to their job titles and academic qualifications, with priority given to those with experience and expertise.
Therefore, we believe that this accelerated pace of implementation reflects a shared will to overcome past obstacles and represents a true test of the two parties’ ability to overcome differences and work together to serve the citizens of the province.
The Syrian Future Movement reiterates its firm positions supporting the implementation of the January 29, 2026 agreement and the process of integrating institutions, which were published on its official website, including the statement regarding the “Events at the Palace of Justice in Hasakah” (dated May 9, 2026). In that statement, we emphasized that overcoming differences and obstacles requires “separating representation from implementation” and “strengthening public trust” as the foundation for the success of any political process. This is embodied today in the practical cooperation between the Ministry of Agriculture and the Agriculture Authority of the Autonomous Administration.
The Syrian Future Movement stresses that the success of the integration process of agricultural institutions, and other institutions, depends on adhering to standards of efficiency and transparency and expediting their implementation on the ground.
It was agreed that the process would begin with the integration of the Directorate of Agriculture, according to clear standards and priorities, leading to the integration of all institutions and personnel.
The Syrian Future Movement, while appreciating this approach, reiterates that the spirit and provisions of the agreement must be reflected in the daily lives of citizens, and that administrative procedures should not become new obstacles.
Furthermore, we are surprised by the continuation of certain practices that contradict the spirit of the agreement, such as preventing farmers in villages within SDF-controlled areas from entering Syrian government-controlled city centers, despite their permits being issued by Military Security. We believe that such practices undermine trust and hinder the necessary cooperation.
To ensure this positive step translates into tangible results on the ground, the Syrian Future Movement recommends the following:
- Expediting the development and implementation of a clear, transparent, and phased plan for integrating all agricultural institutions. This plan should include binding timelines, measurable performance indicators, and mechanisms for regular monitoring to ensure the completion of agreed-upon tasks before the critical agricultural season.
- Ensuring the continuity of agricultural services and facilitating the movement of farmers between different areas of the governorate by taking swift and practical measures to remove all security and administrative obstacles that impede their work and movement, and working to unify sales and marketing outlets.
- Activating mechanisms for continuous coordination and consultation among relevant parties, ensuring these mechanisms include appropriate representation for farmers and the local community, to guarantee that implementation plans reflect their actual needs and contribute to improving their situation.
- Linking the integration of institutions to comprehensive development plans for the governorate, which focus on rehabilitating damaged infrastructure, improving services, and providing job opportunities, so that citizens can tangibly experience the benefits of this integration, as promised by the Governor of Hasakah, who pledged to allocate a portion of the governorate’s resources for its development.
In conclusion, the Syrian Future Movement reiterates its welcome of this positive step, which confirms that shared will is capable of overcoming difficulties and building A strong, unified state.
We also reiterate that the success of any political process requires full commitment to implementing mutual obligations, setting aside narrow calculations and political squabbles.
We believe that the Syrian government and the Syrian Democratic Forces (SDF) are called upon today to build on this momentum, expedite the integration of the remaining institutions, and remove all obstacles hindering the work of unified institutions. This step should mark the true beginning of a new phase of trust and cooperation, contributing to consolidating stability and improving the lives of citizens throughout the country.
