Reinsurance with British “Lloyds” after a 15-year hiatus

The Syrian Future Movement is following with great interest and appreciation the announcement issued by the Syrian Aviation Holding Company and the Syrian General Insurance Corporation, on Thursday, June 25, 2026, about the signing of the first aircraft risk reinsurance contract with international reinsurers from the British “Lloyds” market, after a break that lasted more than 15 years.
The contract was signed in the capital, Damascus, under the patronage of the Minister of Finance, Muhammad Yusser Barneyah, in the presence of the CEO of the Syrian Aviation Holding Company, Anwar Akkad, and through the mediation of AIB.
This step comes in the context of growing international momentum to support the Syrian recovery path, reflects growing confidence in the Syrian economic environment, and is an important indicator of the return of connectivity with the global financial system.

The Syrian Future Movement praises this step that ends the isolation of the Syrian aviation sector from global reinsurance markets, and reconnects the national carrier with the British Lloyd’s market, which is the largest insurance and reinsurance market in the world, and includes a network of reinsurers and international insurance companies specialized in various types of risks, and is based on strict standards in credit classification and risk management.

We see in this contract an international recognition of the seriousness of the Syrian government’s efforts to develop the economic sector, and a practical translation of the reform trends announced by Syrian officials in recent months.

We also remind that this step comes in the context of rising diplomatic and economic momentum, which was evident in Sweden’s appointment of a new ambassador to Damascus (June 25, 2026), the joint Gulf-American statement (June 25, 2026), and the resumption of Syria’s participation in the World Customs Organization (June 26, 2026), which strengthens Syria’s position as an active partner in the international community.

The Syrian Future Movement notes that this contract is not limited to the insurance aspect, but rather extends to support the expansion plans of Syrian aviation in European markets, as global insurance coverage according to the highest standards provides the national carrier with an umbrella of protection that enhances its reliability and its ability to operate in accordance with the requirements and standards of the international aviation industry.

The Syrian Future Movement appreciates this trend, which contributes to restoring Syria’s status as a promising air destination, and supports the government’s efforts to develop the aviation sector and enhance its presence at the international level, despite the continued existence of some sanctions imposed on Syria.

The Syrian Future Movement recalls its firm positions in support of developing the aviation sector and enhancing Syria’s position in global supply chains, which were published on its official website, including:

  • The “Reconstruction Priorities in Syria” study (dated December 19, 2024), which emphasized that rehabilitating the air transport sector and developing airport infrastructure is a top priority to facilitate the movement of people and goods and stimulate economic activity.
  • Statement of the “Agreement to Operate the Dry Ports in Adra and Aleppo” (dated May 20, 2026), which stressed the importance of developing the logistical infrastructure and linking sea ports to internal logistics centers, to enhance the movement of freight and transport between ports and free zones.

While the Syrian Future Movement appreciates this important step, it reminds that the real success of this contract is not measured by the size of the signature, but rather by Syria’s ability to benefit from it in developing the aviation sector, attracting more investments, and improving the business environment.

Based on its national responsibility, the Syrian Future Movement recommends the following:

  • Benefiting from the contract to expand the Syrian Airlines network, and working to resume flights to European and Arab capitals, in line with the Syrian government’s commitment to developing the aviation sector and enhancing its presence at the international level.
  • Strengthening cooperation with the Lloyd’s market and international reinsurers, to expand the scope of insurance coverage to include other risks, and attract more international insurance companies to work in the Syrian market, thus contributing to diversifying sources of national income.
  • Continuing the course of economic and legal reforms, to improve the investment climate, attract more foreign investments, and remove Syria from the lists of high-risk countries, similar to the efforts made by the Syrian government to reform the customs sector.
  • Promoting the Syrian aviation sector as a promising investment destination, through participation in international exhibitions and conferences, and highlighting the competitive advantages that Syria enjoys, such as its strategic geographical location and low operating costs. The Syrian Future Movement renews its welcome of this important step, which confirms the return of Syria to its natural position in international forums, and enhances opportunities for economic and investment cooperation.

We note that developing the aviation sector is an essential gateway to improving the business environment, attracting investments, and enhancing Syria’s role as a regional logistics node.

Finally, we believe that the Syrian government is called upon today to capitalize on this momentum and continue the path of reforms, so that the new Syria will be an active partner in the global economy, capable of realizing the aspirations of its people for freedom, dignity and prosperity.
The Syrian Future Movement, in turn, will remain supportive, critical, and observer of this path, seeking to build a new Syria on the foundations of sovereignty, dignity, and sustainable development.
