In a move with significant political and security implications, the Turkish Ministry of Defense announced on Wednesday, August 13, 2025, the signing of a joint memorandum of understanding with the Syrian Arab Republic, aimed at enhancing cooperation in the fields of military training and technical consulting.
The signing took place during an official visit by a high-level Syrian delegation to the capital, Ankara, including the Syrian Minister of Defense, the Minister of Foreign Affairs, and the head of the General Intelligence Service. They were received by the Turkish Minister of Defense at the Ministry’s headquarters.
The Syrian Future Movement, as an independent nationalist movement that believes in the necessity of building a modern Syrian state based on sovereignty, efficiency, and positive openness, views this move as a promising sign toward repositioning Syria within its regional environment, through institutional cooperation with countries with advanced expertise and successful experiences in state-building.
The signing of the Memorandum of Understanding with the Republic of Turkey, with its regional influence and advanced institutional experience, opens new horizons for Syrian state institutions, particularly in the military and security sectors, to raise performance standards, modernize the organizational structure, and enhance professional competence, in line with the aspirations of the Syrian people for a strong, just, and fortified state.
The Syrian Future Movement believes that regional cooperation is not a political luxury, but rather a strategic necessity in light of the security and economic challenges facing the region.
Hence, we value this thoughtful openness to Turkey and call for expanding the scope of cooperation to include other fields, such as public administration, education, health, and technology, contributing to the building of an integrated national system capable of advancing the country.
The Syrian Future Movement emphasizes that national sovereignty cannot be preserved through isolation, but rather strengthened through smart partnerships that preserve national decision-making and benefit from international expertise in developing institutional performance.
In this sense, the signed Memorandum of Understanding represents a step in the right direction, if managed within a clear national vision that places Syria’s interests above all other considerations.
The Syrian Future Movement believes this development carries a dual message to Syria’s interior: that the state is moving toward modernization and openness, and to the outside world: that the new Syria seeks to be an effective partner in its surroundings, not a burden. This message, we believe, is consistent with the Syrian Future Movement’s principles of building a civil, institutional, sovereign state open to the world.
