Notes on Presidential Decree No. 66

Syrian Future Movement After welcoming Presidential Decree No. 66 of 2025 as a step towards rebuilding the legislative institution, as stated in our previous statement dated Saturday, 06/14/2025, we express in this statement our constructive critical stance (apart from welcoming the building of the legislative institution as an integral pillar of the structure of the good Syrian state), as our historical duty and to ensure real political reform that is not merely a reproduction of a centralized pattern that limits pluralism and popular representation.

Syrian Future Movement The formation of the People’s Assembly according to the categories of notables and intellectuals, without defining clear criteria for these categories, is considered insufficient about the extent of inclusiveness of representation, and may open the way for the domination of certain elites in political decision-making, which may enshrine an elitist model far from the will of the popular groups most affected by the previous stage!

Syrian Future Movement He believes that the appointment of one-third of the members of the Council by the President of the Republic may challenge the independence of the Council, which requires the Committee to make a convincing statement to the Syrian public, denying that one-third of the Council will impede reform legislation or turn the Council into an advisory body, etc.

Syrian Future Movement Expresses surprise at the absence of any reference to the political parties that emerged from and out of the Syrian revolution, which places the electoral process outside the framework of political pluralism and limits it to personalities chosen according to non-party consensus, which contradicts sound democratic principles.
Here, we call for opening the way for different political forces and inviting them to participate in the legislative process.

Syrian Future Movement He emphasizes that the absence of a clear timetable for the formation of subcommittees opens the door to political delays that may affect the credibility of the electoral process. The nature of the elections in areas that are not fully controlled by the state, such as the SDF areas, Sweida, and some areas of the coast, raises questions about the extent to which actual elections can be held in those areas, and whether they will be subject to undeclared political understandings.

Syrian Future Movement In light of these observations, and believing that the Syrian leadership is taking new steps in this complex phase for our country, we call for a continued review of the composition of the Council from now on to ensure a comprehensive and fair representation of all components of Syrian society, and not to limit representation to specific groups.

Syrian Future Movement He emphasizes the importance of setting a strict timetable for the formation of electoral subsidiary bodies, and ensuring that the duration of the council is not manipulated to allow it to be extended outside the framework of electoral legitimacy.

Syrian Future Movement Emphasizes that any real political reform must be based on genuine popular participation, even if it is minimal, and independent democratic institutions capable of expressing the will of Syrians.
On this basis, we call on all national forces to continue working to ensure the integrity of the legislative committee’s efforts to open the way for a political transition that reflects the aspirations of Syrians to build a future based on justice and political pluralism.
