Syrian-Kuwaiti agreement on a high-level coordination committee and a joint business council

The Syrian Future Movement follows with great interest and appreciation the announcement issued by the Ministry of Foreign Affairs and Expatriates on Tuesday, July 21, 2026, regarding the agreement between the Syrian Arab Republic and the sisterly State of Kuwait to form a joint high-level coordination committee, chaired by the foreign ministers of both countries, in addition to establishing a Syrian-Kuwaiti Business Council and activating cooperation between chambers of commerce and business councils.

This step comes within the context of escalating diplomatic and economic momentum, embodying a genuine desire on the part of both countries to move beyond the stage of anticipation towards building a comprehensive strategic partnership that fulfills the aspirations of the two brotherly peoples and strengthens Arab economic integration.

First: The Syrian Future Movement values ​​this important diplomatic development and commends the efforts exerted by both sides to reach this agreement, considering it a qualitative leap in the course of bilateral relations and a translation of the vision of a “New Syria” based on openness and regional cooperation.

The Syrian Future Movement applauds this step, which ends years of diplomatic estrangement and restores Syria to its natural position as an active state in its Arab environment.

We welcome the confirmation by the Syrian Arab News Agency (SANA) that the Higher Committee will coordinate joint cooperation files and follow up on the implementation of agreements between the two governments, in addition to activating joint committees, strengthening diplomatic coordination, and completing the steps for exchanging ambassadors.

We see the establishment of a Syrian-Kuwaiti Business Council, along with activating cooperation between chambers of commerce and business councils, as a genuine opportunity to enhance trade and investment and open new horizons for economic cooperation between the two countries.

Secondly, the Syrian Future Movement notes that this step comes within the context of escalating diplomatic momentum, as relations between Damascus and Kuwait have witnessed reciprocal official moves, most notably President Ahmed al-Sharaa’s visit to Kuwait in June 2015, during which he met with the Emir of Kuwait and senior officials and economic figures.

The Syrian Future Movement observes that this visit, the first of its kind by a Syrian president to Kuwait in years, paved the way for this agreement and reflected a shared desire to move beyond the stage of anticipation towards building a strategic partnership.

We are following with interest the statements made by Foreign Minister Asaad al-Shaibani during the talks, in which he affirmed Syria’s support for Kuwait and its respect for Kuwaiti sovereignty. Damascus condemned any aggression targeting Kuwaiti territory or the Gulf Cooperation Council (GCC) countries, which underscores the depth of the fraternal relations between the two countries and Syria’s readiness to play an active role in strengthening regional security.

The Syrian Future Movement recalls its consistent positions supporting the development of regional economic relations and the strengthening of Arab integration, published on its official website. These include:

• The statement on the “Twinning Agreement between Irbid and Rural Damascus” (dated July 16, 2026), which welcomed economic cooperation with Jordan.
• The statement on the “Formation of a High Committee for Joint Coordination between Syria and Iraq” (dated June 30, 2026), which emphasized the importance of regional cooperation in achieving sustainable development.
• The study “Reconstruction Priorities in Syria” (dated December 20, 2024), which indicated that strengthening economic relations with Arab countries is a fundamental condition for achieving sustainable development and attracting investments.

While the Syrian Future Movement appreciates this important step, it emphasizes that the true success of this agreement is not measured by the number of signatures, but rather by its ability to achieve tangible results on the ground and strengthen economic cooperation between the two countries.

Based on its national responsibility, the Syrian Future Movement recommends the following:

1. Expediting the activation of the Joint Higher Committee and establishing a clear timetable for implementing its outcomes, with defined short- and medium-term executive priorities, adopting measurable performance indicators to monitor progress, and submitting periodic reports to the public on the achievements in each area.
2. Activating the role of the Syrian-Kuwaiti Business Council by organizing regular meetings between businesspeople and investors from both sides to identify promising investment opportunities in the energy, reconstruction, manufacturing, agriculture, and logistics sectors.
3. Working to overcome administrative and logistical obstacles hindering the movement of goods and commodities by simplifying customs procedures, facilitating land transport, and enhancing coordination between regulatory bodies in both countries.
4. Leveraging Syria’s strategic geographic location as a link between Kuwait and regional markets, and developing the necessary infrastructure projects, will enhance Syria’s role as a vital trade corridor and contribute to increasing the volume of trade between the two countries and the region.
5. Strengthening cooperation in the political and diplomatic fields will contribute to supporting Syria’s efforts to lift economic sanctions, restore its standing in international forums, and develop diplomatic relations with Arab countries, following the steps achieved in this agreement.

The Syrian Future Movement reiterates its welcome of this important step, which affirms the depth of Syrian-Kuwaiti relations and strengthens prospects for future cooperation. The Movement emphasizes that the success of this agreement depends on shared will, transparency, and follow-up.

We also believe that the Syrian and Kuwaiti governments and the private sectors in both countries are called upon today to build on this momentum and work together to ensure that this step marks the true beginning of a new phase of economic cooperation that benefits both brotherly peoples and contributes to building a more prosperous future for the entire region.
