The Syrian Future Movement follows with interest and appreciation the step taken by the Syrian Ministry of Interior on November 21, 2025, in issuing a Code of Conduct for its employees. This code aims to instill the values of integrity, discipline, and responsibility among all ministry employees, without exception.
The Syrian Future Movement sees several important positive aspects in this initiative:
- Strengthening Institutional Work: Issuing a code of conduct is a step towards institutionalizing security agencies on professional and organized foundations, which may contribute to improving security performance and enhancing public trust.
- Transparency and Accountability: When the Ministry of Interior defines ethical and professional values and standards, it creates a framework for self-monitoring and objective oversight of employee performance, and allows for holding accountable those who violate these standards.
- Fair Security Service: As stated in the code, it aims to ensure the provision of a “fair and transparent” security service that reflects the ministry’s commitment to the rule of law and building a relationship of trust with citizens.
The Syrian Future Movement believes it is crucial that the provisions of the code of conduct be fully made public, not just within the Ministry, so that its actual implementation can be monitored. Effective implementation mechanisms must also be in place, such as ongoing training for personnel, investigative committees to address complaints, and guarantees for the protection of whistleblowers. Furthermore, this code should be linked to broader reforms within the security apparatus. The existence of a code without genuine institutional change may not alter the reality for citizens in their interactions with security agencies. We also believe it is essential to monitor the role of civil society and the media in overseeing the Ministry of Interior’s adherence to this code and to demand periodic reports on its implementation.
The Syrian Future Movement calls on the Ministry of Interior to be fully transparent by publishing the text of the code for the public, along with an explanation of the monitoring and implementation mechanisms. We also urge families and citizens to report any violations of the code’s principles that occur in their interactions with Ministry of Interior personnel.
We also call on human rights organizations and civil society to follow up on this matter to ensure that the code becomes more than just a slogan and translates into tangible reality that genuinely improves the relationship between citizens and security agencies.
The Syrian Future Movement recommends including this initiative within a broader reform of the security apparatus, making it part of a national strategy to rebuild trust between the state and its citizens.
The Syrian Future Movement welcomes any step toward improving institutional performance and enhancing integrity within state institutions. However, we emphasize that genuine change requires the will to implement and follow through, not just the issuance of documents.
