The Syrian Future Movement welcomes the Human Rights Watch report issued on Monday, November 17, 2025, which called for the adoption of a comprehensive roadmap to achieve transitional justice and accountability for the serious crimes and violations committed in Syria over the past years, without discrimination between perpetrators and victims, and with a methodology that prioritizes human rights and the rule of law in the political transition process.
The Syrian Future Movement believes that the report confirms the necessity of building a comprehensive justice process that includes truth-seeking, reparations, holding perpetrators accountable, and reforming the institutions that guarantee justice.
The Syrian Future Movement considers these principles not a political luxury or a matter to be postponed, but rather the cornerstone of any transitional process that seeks to prevent the recurrence of violations and ensure the stability of the new Syria.
The Syrian Future Movement emphasizes the following:
- The comprehensiveness and non-selectivity of justice, so that prosecution and accountability include all those who committed serious violations or international crimes, whether they were in the previous regime or any other military, political, or security entity.
- The participation of victims, their families, and civil society in shaping and implementing transitional justice mechanisms is crucial to ensuring their voices are heard and to strengthening public trust in the entire process.
- The establishment of independent national truth and accountability mechanisms, supported by international cooperation when needed, and working towards accession to the Rome Statute of the International Criminal Court to guarantee fair and transparent accountability.
- A comprehensive reform of the judiciary and security apparatus is essential to guarantee their independence and impartiality, and to prevent their use for any political or retaliatory purposes.
- Any amnesty or reconciliation measures must be linked to the full disclosure of the truth, reparations, and guarantees that impunity is not tolerated.
The Syrian Future Movement calls on the transitional authorities to seriously address the findings of the report and to launch a broad national dialogue on transitional justice, followed by the announcement of a clear timeline in the near future. We believe that postponing justice threatens the path to national reconciliation and perpetuates the roots of division and violence. Justice is not about confronting the past, but about laying the foundation for a secure and just future for all Syrians.
