Decision to raise electricity tariffs

The Syrian Future Movement is closely following the government’s announcement today, October 30, 2025, regarding the electricity tariff adjustment, as stated by Energy Minister Mohammed al-Bashir. This adjustment introduces a new pricing tier system that raises electricity prices from the previous 10 Syrian pounds per kilowatt-hour to levels as high as 1800 pounds, with the stated aim of reforming the electricity grid and reducing financial losses.

The Syrian Future Movement expresses serious concerns about this decision, which could negatively impact the livelihoods of ordinary citizens amidst the difficult economic conditions. Families are already struggling with limited salaries and reduced purchasing power. We believe the timing of this measure is inappropriate, especially given the need to strengthen social support first to avoid exacerbating the pressures on the most vulnerable groups.

The Syrian Future Movement believes the decision will increase operating costs for citizens and investors, making imported goods more competitive compared to locally produced goods and leading to a general rise in prices.

However, we recognize the need for reforms in the electricity sector to ensure its sustainability, but these reforms must be balanced and considerate of the social realities.

The Syrian Future Movement proposes the following recommendations to improve the approach:

  1. Reconsider the decision and expand the subsidized segment to include more low-income families, providing direct support mechanisms such as energy vouchers or consumption-linked financial compensation.
  2. Accelerate the implementation of technical reforms, such as installing smart meters and developing transmission networks, while establishing a clear and transparent timetable for increasing electricity supply hours to higher levels.
  3. Focus on renewable energy as a sustainable alternative by encouraging investment in solar and wind power plants and offering incentives for individuals and companies to transition to clean energy sources.
  4. Conduct a comprehensive national dialogue that includes representatives from civil society and economic experts to review energy policies and ensure equitable distribution.

The Syrian Future Movement affirms its commitment to supporting genuine economic reforms that serve the interests of the people and calls on the government to consider these recommendations to avoid any undesirable negative consequences. We, in turn, will continue to monitor developments and offer constructive suggestions to enhance national stability.
