The Ministry of Education’s circular facilitates student registration procedures in public schools.

The Scientific Bureau of the Syrian Future Movement is closely following the circular issued by the Ministry of Education on August 13, 2025, directing education directorates in Syrian governorates to facilitate student registration procedures in public schools and address unjustified refusals faced by a number of parents.

While we at the Scientific Bureau welcome this step, we emphasize that education is a fundamental right that every child must enjoy without discrimination. It is the cornerstone of building a cohesive, productive, and enlightened society.
Any measure that facilitates students’ access to school contributes to promoting social justice and reflects the state’s commitment to its responsibilities towards its citizens.

The Syrian Future Movement calls for expanding the scope of facilitations to include students returning from abroad. The Scientific Bureau also calls for a review of policies and decisions that impose complex conditions and high fees on Syrian students who received their education abroad and wish to enroll in schools or universities within Syria.
These measures constitute an obstacle to the integration of these students into the national education system and undermine their opportunities to benefit from their experiences gained in diverse educational environments

. The Syrian Future Movement recommends the adoption of a clear and fair mechanism that ensures:

  • Recognition of academic certificates issued by educational institutions abroad according to objective criteria.
  • Reducing fees for certificate equivalency or supplementary exams.
  • Providing psychological and educational support to returning students to ensure their smooth integration into the local educational environment.

The Syrian Future Movement calls for activating the role of educational oversight to ensure school administrations’ compliance with the ministerial circular and preventing any violations or bureaucratic practices that hinder student enrollment, especially in areas suffering from weak administrative or educational structures.

The Scientific Bureau reiterates its call for the launch of a national strategy for educational reform, including curriculum development, staff training, infrastructure improvement, and the expansion of vocational and technical education opportunities, in line with modern requirements and contributing to building a sustainable knowledge economy.

The Syrian Future Movement emphasizes the need to involve civil society, educational experts, and parents in formulating educational policies to ensure they are aligned with community needs and achieve the highest levels of effectiveness and community acceptance.

The Scientific Bureau of the Syrian Future Movement presents this statement as part of its scientific and political contribution to developing the education sector. It affirms its full readiness to cooperate with relevant parties to present practical visions and proposals that serve the future of Syrian generations.
