  1. Intelligence has a role in covert operations that aim to preserve the security of the state and the people, within a specific authorization from a legal authority that is returned and can be held accountable for its decision.
  2. The security services must be subject to the guardianship of the political authority and must not be allowed to threaten the political balance through the encroachment of the intelligence services at the expense of the political authority, as has happened and is happening in Syria.
  3. Activating the role of the civilian police and giving them alone the natural internal space to deal with the Syrian people.
  4. The importance of the role of civilian police and internal security forces in maintaining public order and security within the state with full submission to the judiciary and the right of parliament to hold them accountable.
