The Syrian Future Movement follows with great pride and appreciation the historic convening of the Syrian People’s Assembly in its first session on Sunday, July 12, 2026, in the presence of President Ahmed al-Sharaa. Members took the constitutional oath, and the process of electing the Assembly’s leadership began.
This achievement comes after a long struggle waged by the Syrian people to attain their freedom and dignity, and is the culmination of continuous efforts to build state institutions on the foundations of the rule of law, justice, and equal citizenship.
First, the Syrian Future Movement congratulates the Syrian people and the Arab and Islamic nations on this historic achievement and commends the steps that led to the completion of the pillars of the Syrian state. It considers the convening of Parliament the culmination of the institutionalization phase and the beginning of a new phase of construction and stability.
The Syrian Future Movement also applauds this long-awaited pivotal moment, which embodies the will of the Syrian people to build their state on the foundations of freedom and dignity.
Following President al-Sharaa’s address, in which he affirmed that Syria is “writing a new history” reflecting its civilization, values, and heritage, and his call for members of parliament to “prioritize the national interest and work as a unified team,” we see in these directives a roadmap for a new phase of serious national work.
We also appreciate the statement by the oldest member of parliament, Osama al-Assaf, who emphasized that “the new Syria will not be ruled by tyrants, nor will anyone be excluded,” reflecting the spirit of genuine change that the new Syria seeks.
Secondly, the Syrian Future Movement reiterates its consistent positions, published on its official website, which have always called for the completion of constitutional institutions and the establishment of a state governed by the rule of law and strong institutions. These positions include:
- The article “The New Syrian People’s Assembly and a Reading of the Future of the Transitional Phase” (dated July 2, 2026), which emphasized that the success of the transitional phase is not limited to rebuilding state institutions, but also requires building a healthy and stable political life.
- The study “Reconstruction Priorities in Syria” (dated December 19, 2024) emphasized that state-building is incomplete without effective legislative, judicial, and executive institutions that represent the will of the people and safeguard their rights.
- The paper “The Syrian Future Movement and the Environment” (dated March 10, 2024) affirmed that good governance requires strong and effective institutions capable of meeting citizens’ needs and guaranteeing their rights.
Third: The Syrian Future Movement indicates that the convening of the current People’s Assembly, based on the temporary electoral system as a transitional formula, represents a necessary foundational step. However, the path remains long toward building a stable, elected legitimacy through the adoption of a permanent constitution and the holding of free and fair elections.
The Syrian Future Movement notes that the current Assembly, including the supplementary third whose list was announced at the beginning of July, is part of a “temporary formula linked to the post-liberation phase, and not a permanent legislative model.”
The Syrian Future Movement respects this pragmatic approach, which recognizes that the transitional phase requires exceptional mechanisms. However, it emphasizes that the ultimate goal must be to reach a permanent constitution and hold new legislative elections, so that the legislative body truly reflects the will of the people and is the source of full political legitimacy.
Fourth: Based on the Syrian Future Movement’s methodology of supporting national solutions without endorsing any party unconditionally, and criticizing what threatens the state-building process without hostility, it issues this foundational vision for the role of the People’s Assembly and recommends the following:
- That the People’s Assembly be a model of transparency and efficiency, as President al-Sharaa called for, and that it contribute to establishing a culture of dialogue, the rule of law, and respect for institutions, with serving the people being the basis of all policy and state-building the standard for every decision.
- To expedite the completion of essential legislative tasks, foremost among them the enactment of the Transitional Justice Law, the Permanent Elections Law, and the new constitutional framework, thus paving the way for free and fair elections that establish permanent and stable legitimacy.
- Strengthening parliamentary oversight of government performance, ensuring accountability for officials, protecting public funds, and combating corruption, in line with best parliamentary practices in democratic countries.
- Engaging civil society and experts in legislative work, and opening avenues for national dialogue on critical issues, to ensure that laws reflect the aspirations of all Syrians and respond to the challenges of this stage.
The Syrian Future Movement reiterates its conviction that the completion of constitutional institutions is a major step towards building a new Syria, and that the People’s Assembly, as the representative of the people, bears a historic responsibility in leading this process.
We highly value the efforts of all parties that contributed to achieving this milestone, and we commend the sense of responsibility demonstrated by the members of the Assembly in their first session.
The Syrian Future Movement also looks forward to this Assembly serving as a model of serious national work and contributing to building a new Syria worthy of the sacrifices and aspirations of its people—a state of law and institutions, where sovereignty belongs to the people and dignity is for all.
