The Syrian Future Movement is following with great interest the comprehensive plan announced by the Ministry of Transport on Sunday, June 28, 2026, to rehabilitate Syria’s main roads according to the latest internationally recognized standards and equipment, with the participation of foreign companies, as part of efforts to develop the transport sector’s infrastructure.
While the Syrian Future Movement appreciates this step, which reflects a strategic vision for rebuilding the land transport network, it sees it as a true test of the state’s ability to translate ambitious planning into completed projects that make a tangible difference in the lives of citizens and strengthen the path to economic recovery.
First: The Syrian Future Movement commends the launch of the comprehensive plan to rehabilitate main roads and considers it a realization of the “New Syria” vision for rebuilding infrastructure and stimulating economic activity.
The Syrian Future Movement also praises this plan, which comes weeks after the announcement of an urgent plan to rehabilitate bridges and vital roads, following a meeting between Minister of Transport Ya’rub Badr and Minister of Finance Muhammad Yasser Barnieh at the beginning of June.
We see this development as a continuation of the government’s efforts to address one of the most significant challenges left by the ousted regime: the destruction of road and bridge infrastructure and the isolation of entire regions from production and service centers.
The Syrian Future Movement appreciates the statements made by the Minister of Transport during the press conference, which confirmed that the plan includes strategic projects to connect the governorates. These projects include the rehabilitation of the M45 highway, the construction of a new highway linking Damascus and Deir ez-Zor, the rehabilitation of the Nassib-Damascus, Damascus-Homs, and Homs-Aleppo highways, the Saraqib-Idlib link, and the construction of a second branch of the Damascus-Palmyra-Deir ez-Zor highway.
Secondly, the Syrian Future Movement points to the economic and developmental importance of this plan, which extends beyond service provision to supporting economic activity and strengthening national cohesion.
We note that the plan aims to improve the efficiency of the road network, enhance traffic safety, and support economic activity within a comprehensive national plan to modernize the land transport sector.
This approach also reflects a recognition that roads are not merely infrastructure, but vital arteries connecting centers of production and consumption, facilitating the movement of goods and people, and contributing to job creation and investment.
The Syrian Future Movement reiterates that prioritizing the connection of the northeastern regions to the capital, Damascus, given their economic and geographical importance in the coming phase, sends a clear message that the government is determined to end decades of marginalization and exclusion perpetrated by the ousted regime against these resource-rich areas.
Thirdly, the Syrian Future Movement recalls its consistent positions supporting infrastructure development and strengthening connectivity between governorates, as published on its official website, including:
- The statement on “Repairing Bridges and Developing Vital Roads in Syria” (dated June 3, 2026), which commended the announcement of an urgent plan to rehabilitate bridges and vital roads, and emphasized the necessity of announcing transparent implementation mechanisms and conducting regular follow-ups to ensure the success of the projects.
- The statement regarding the “Agreement for the Operation of the Dry Ports in Adra and Aleppo” (dated May 21, 2026) emphasized the importance of developing logistical infrastructure and linking seaports with inland logistics centers to enhance shipping and transportation between ports and free zones.
- The statement regarding “Syria’s Resumption of Participation in the World Customs Organization” (dated June 26, 2026) affirmed that developing transportation infrastructure and customs ports is a fundamental gateway to improving the business environment and attracting investments.
Fourth: While the Syrian Future Movement appreciates this ambitious plan, it reiterates that true success is not measured by the volume of announcements, but rather by the state’s ability to implement projects to the required quality and within the specified timeframes.
It is worth noting that the plan also includes allocating funds within the 2026 budget for priority infrastructure projects, a three-year project to develop the main road network between governorates and rehabilitate vital routes, and a feasibility study for constructing new bridges over the Euphrates River.
Based on its national responsibility, the Syrian Future Movement recommends the following:
- Announcing clear and binding timelines for project implementation, prioritizing projects according to their economic importance and humanitarian needs, and adopting measurable performance indicators to monitor progress, similar to the Ministry’s commitment to implementing the plan according to the highest technical specifications.
- Ensuring transparency in contracting with foreign companies, announcing selection criteria, and preventing any corruption or favoritism, to guarantee that projects are implemented with the highest quality and at the lowest cost, thereby strengthening citizens’ trust in state institutions.
- Involving local expertise and civil society in monitoring implementation, and forming joint oversight committees comprising representatives from the Ministry of Transport, local councils, and the Engineers Syndicate, to ensure quality work and adherence to technical standards.
- Linking road projects to comprehensive development plans, so that they are not limited to improving roads but extend to developing the areas they traverse by providing basic services, stimulating investment, and creating job opportunities, thus contributing to achieving balanced development.
In conclusion, the Syrian Future Movement reiterates its welcome of this ambitious plan, which affirms the Syrian government’s commitment to rebuilding infrastructure and strengthening connectivity between provinces.
The Syrian Future Movement emphasizes that the true success of this plan hinges on political will, transparency, follow-up, and the state’s ability to translate words into action.
We believe that the new Syria, which is now taking firm steps toward recovery and reconstruction, is called upon to capitalize on this momentum and continue the path of reforms, so that it may serve as a model for the region in rebuilding what the war has destroyed.
The Syrian Future Movement will remain a supporter, critic, and monitor of this initiative, striving to build the new Syria on the foundations of sustainable development and social justice.
