Launch of the “Builders” platform for the engineering documentation project of government buildings

The Syrian Future Movement continued its work on the “Builders” platform with a field workshop on April 24, 2026, to collect and document the actual engineering plans for the employees’ archive building. This initiative, undertaken in cooperation with the Ministry of Administrative Development, addresses the problem of many government buildings lacking accurate engineering documentation of their structural integrity.

This step follows the Ministry of Administrative Development’s launch last March of the national volunteer platform “Builders – Syrian Capacities Towards a Sustainable Impact,” which aims to organize volunteer work within a comprehensive national digital framework and connect individuals wishing to volunteer with government agencies and official institutions, thereby unifying efforts and enhancing positive impact in society.

The Syrian Future Movement, while following this development, commends this national initiative, which represents a practical step towards establishing an accurate database of state real estate assets. This aligns with its firm and principled positions, published on its official website, most notably in its statement regarding “Circular No. (18) issued by the Syrian Ministry of Justice” (dated April 19, 2026). We viewed this measure, aimed at preventing the smuggling of assets belonging to figures of the former regime, as a crucial executive step in protecting public funds. We emphasized that safeguarding state real estate assets requires meticulous documentation and rigorous legal procedures to prevent manipulation and illicit activities.

The Syrian Future Movement affirms that initiating the documentation of architectural plans for government buildings represents a practical and tangible step towards protecting public funds and guaranteeing future generations’ right to know their nation’s assets. It further asserts that no genuine institutional framework can be built on a foundation of information chaos or the absence of accurate data.

The Syrian Future Movement commends the volunteer initiative launched by the “Builders Platform,” but we emphasize that engineering documentation cannot remain confined to limited volunteer efforts or pilot projects. Therefore, the Syrian Future Movement calls on the government to allocate a sustainable budget for this project and expand its scope to include all government buildings and facilities in all Syrian governorates.

The Syrian Future Movement believes this project should be the nucleus of a comprehensive national system for managing state real estate assets, linked to transitional justice databases and the protection of public funds. We believe it is essential that this information be made available to the relevant oversight and judicial bodies and that it contribute to preventing any future attempts to tamper with or illegally dispose of state property.

The Syrian Future Movement warns against the selective application of this initiative, limiting it to specific buildings or areas while excluding others. We believe that national credibility requires comprehensive, transparent documentation based on objective technical standards, free from any political or regional considerations. We also caution against the “Builders” platform becoming a mere bureaucratic formality, rather than a genuine tool for building an accurate database.

The Syrian Future Movement appreciates the spirit of volunteer initiative demonstrated by the engineering team, seeing it as a practical embodiment of the movement’s vision that Syrian solutions must originate from within Syrian society itself.

We urge all Syrian engineering and technical personnel, both inside and outside the country, to contribute to this national project, and we call upon the government to establish clear mechanisms for documenting and recognizing these contributions.

The Syrian Future Movement will closely monitor the progress of this project and will issue periodic assessments regarding its advancement, transparency, and comprehensiveness.

We reiterate our call to the transitional government to include the engineering documentation project within a comprehensive national plan for protecting public funds, and to make it an integral part of the transitional justice strategy and the building of state institutions.
