UNHCR Regional Report 66 on the situation in Syria

The Syrian Future Movement welcomes UNHCR Regional Report No. 66, dated March 2, 2026, which documents the return of more than 1,470,000 Syrians to their homeland since December 8, 2024, and highlights international and local efforts to support returnees in the governorates of Damascus, Aleppo, Idlib, Homs, and Rural Damascus.

The Syrian Future Movement appreciates the efforts made to facilitate safe, dignified, and voluntary returns, including the relocation of families from Al-Hol camp, the rehabilitation of civil registry offices in areas such as Ain al-Bayda, and the establishment of vocational training centers in Morek, which contribute to strengthening social integration and rebuilding trust in institutions.

The Syrian Future Movement affirms that the return of this large number of refugees represents a positive indicator of the beginning of a transitional phase toward stability. The Movement also expresses its appreciation for the international support provided by donors and humanitarian organizations, including the recent financial commitments from the UK and the World Bank, which help provide shelter, cash assistance, and legal aid to returnees facing challenges such as the occupation of their homes or a lack of basic services.

The Syrian Future Movement views this return as a historic opportunity to rebuild the Syrian social fabric on the foundations of equal citizenship and national reconciliation. It emphasizes the importance of ensuring a sustainable return by providing a safe and economically stable environment, free from any pressure or coercion, despite the economic and service-related challenges faced by returnees and host communities.

The Syrian Future Movement calls for enhanced cooperation between the transitional government and international organizations to expand development projects in the areas targeted for return, focusing on rehabilitating essential infrastructure, including electricity, water, education, and healthcare, to ensure the integration of returnees without overburdening host communities.

The Syrian Future Movement recommends the following:

  • Establishing joint local-international committees to monitor the conditions for a safe and dignified return, guaranteeing property rights and civil documentation, and expediting the issuance of civil documents for returnees within a maximum of 90 days.
  • Allocating additional resources to vocational training and economic empowerment programs for returning women and youth to promote their independence and participation in reconstruction.
  • Supporting small-scale, sustainable renewable energy projects (such as home and community solar power) in areas of high return to alleviate the electricity crisis and provide stable basic services.
  • Accelerating national reconciliation efforts through an inclusive dialogue that encompasses all segments of the Syrian people, transforming the return into a foundation for a unified, civil state that respects diversity and ensures transitional justice.

Calling on the international community to increase sustainable funding for humanitarian response plans, linking aid to standards of transparency and efficiency, and encouraging the participation of civil society and returnees themselves in monitoring and implementation committees.

The Syrian Future Movement reaffirms its commitment to supporting every effort that serves the interests of the Syrian people and emphasizes that Syria’s future is built on the return of its people and their participation in shaping its future, based on national unity, justice, and dignity.
