The Syrian Future Movement welcomes the official announcement issued today by the General Housing Establishment, affiliated with the Ministry of Public Works and Housing, calling on those allocated housing units in earthquake-damaged buildings in the governorates of Latakia and Aleppo to complete the contracting procedures and take possession of their housing units.

The Syrian Future Movement appreciates this procedural step, which includes buildings number (77-86) on Al-Thawra Highway in Latakia, and buildings (7-8-9-10) in the Al-Ma’saraniyah suburb of Aleppo. The review period is set from Sunday, March 29, 2026, to Tuesday, May 26, 2026. This announcement constitutes official legal notification obligating those concerned to adhere to the deadlines according to applicable regulations. It represents a practical step in the alternative housing program following the February 6, 2023 earthquake.

The Syrian Future Movement bases this statement on its firm position, expressed in its statement issued on September 21, 2025, entitled “The Housing Crisis in Syria: Between Destruction and Informal Settlements,” published on our official website (sfuturem.org). In that statement, we emphasized the necessity of addressing the housing crisis as a strategic national priority, encompassing fair compensation and sustainable reconstruction planning.

The Syrian Future Movement notes that this announcement comes more than three years after the devastating earthquake that severely damaged residential infrastructure in Latakia and Aleppo. It falls within the framework of efforts to follow up on the alternative housing program launched after the establishment of the National Fund to Support the Affected.

The Syrian Future Movement views this step as limited administrative progress, reflecting an attempt to expedite the delivery of housing units. However, it emphasizes that the post-earthquake and post-war housing recovery process continues to suffer from chronic delays and accumulated bureaucracy. This necessitates a comprehensive national vision that links immediate housing with sustainable development.

The Syrian Future Movement recommends accelerating the actual delivery procedures while ensuring full transparency in the lists of beneficiaries and distribution mechanisms, and conducting an independent audit to guarantee fairness and impartiality.

The Syrian Future Movement proposes linking the delivery of housing units to the provision of basic services (water, electricity, sanitation, and maintenance) before final evacuation, to prevent the new housing from becoming a source of new crises.

The Syrian Future Movement also recommends preparing a comprehensive national reconstruction plan that includes all affected areas, with the active participation of civil society and those affected in the planning and monitoring processes. It further recommends holding a national conference on housing and post-disaster recovery within two months as an immediate implementation step.

The Syrian Future Movement believes it is essential to allocate sustainable resources for long-term maintenance and rehabilitation programs, focusing on building standards that are resistant to earthquakes and climate change.

The Syrian Future Movement emphasizes the importance of strengthening partnerships with international and regional organizations under conditions that preserve national sovereignty and ensure that aid reaches those truly affected.

The Syrian Future Movement affirms that rebuilding the nation begins with restoring the dignity of the citizen in their home. We call upon the transitional government and relevant authorities to transform these procedural recommendations into a comprehensive national program that restores trust between the state and its citizens and lays the foundations for a future Syria based on social justice and sustainable development.
