This survey aims to collect accurate and up-to-date data on displaced families, including the reasons for displacement, their social and demographic characteristics, and living conditions. This is part of building integrated databases that will support the development of a comprehensive national plan focused on priority sectors such as health, education, and basic services.
The Syrian Future Movement appreciates the Commission’s clear clarification that the survey is not intended to provide direct material support, but rather focuses on the scientific and planning aspects to guide public policies and improve humanitarian and development responses. The Syrian Future Movement also appreciates the Commission’s statement that it is the sole entity responsible for the survey’s objectives, while emphasizing the need to rely on credible sources. This reflects a sound institutional approach that aligns with the requirements of the transitional phase.
The Syrian Future Movement affirms that this comprehensive survey – whose campaign officially began on February 21, 2026 – represents a crucial strategic step towards understanding the reality of displaced persons in Idlib camps, where hundreds of thousands of families suffer from a severe lack of services and infrastructure, and the interruption of aid.
The Syrian Future Movement emphasizes that the success of this survey will depend on its ability to translate field data into concrete policies, especially in the context of the transitional phase, which requires building trust between citizens and new institutions, and preventing any exploitation of the suffering of displaced persons. The consensual reconciliation we have witnessed in previous incidents reminds us that societal stability begins with addressing the root causes of problems.
Based on its national vision, the Syrian Future Movement recommends the following:
- Ensuring the effective participation of civil society, the displaced persons themselves, and camp committees in the data collection process, while guaranteeing full transparency and regularly publishing the results for public review.
- Directly linking the survey results to plans for safe, dignified, and sustainable returns, including infrastructure rehabilitation programs and the provision of basic services in areas of return, prioritizing youth, women, and the most vulnerable families.
- Developing national coordination mechanisms between the Planning and Statistics Authority, governorates, and civil society organizations to translate data into tangible development projects, while allocating sufficient resources to implement the survey’s recommendations.
- Strengthening the role of youth, women, and local activists in monitoring and evaluation programs, enabling them to be key partners in building social stability and sustainable development.
The Syrian Future Movement emphasizes that this comprehensive survey represents a historic opportunity to transform the suffering of displaced persons into a shared national vision that contributes to rebuilding the Syria of the future: a Syria that guarantees a dignified return for all its citizens and establishes a state of law, social justice, and equal citizenship.
