The Syrian Future Movement welcomes the circular issued by the Syrian Ministry of Religious Endowments, which calls on those responsible for religious affairs to adopt a moderate and inclusive religious discourse that rejects hatred and incitement to sectarian, religious, or ethnic strife.
We see this circular, which implements Presidential Decree No. 13 of 2026, as reinforcing the principles of peaceful coexistence and civil peace, and protecting the inclusive Syrian identity based on cultural diversity and integration. We also see this step as an affirmation of the necessity to establish justice and equality among all components of the Syrian people and to guarantee the rights of citizens during the reconstruction phase after years of conflict.
The Syrian Future Movement affirms the unity of Syria, both its land and its people, as our vision stipulates building a unified and strong society where justice and equality prevail among its members. Rejecting any inflammatory rhetoric that stirs up sectarian or ethnic tensions is entirely consistent with our positions and vision within the Syrian Future Movement, as we reject all forms of exclusion, supremacy, and domination, and call for promoting a culture of moderation as a means of reconciliation among the Syrian people. We also affirm that Islam is a fundamental source of legislation, while respecting the religious and devotional practices of followers of other faiths, within a modern, civil state that does not deny religious guidance nor infringe upon the values of Syrian citizenship.
The Syrian Future Movement believes that this directive supports international obligations under human rights agreements, such as the International Covenant on Civil and Political Rights, which protects freedom of religion and expression while prohibiting discrimination.
It also reinforces Decree 13/2026, which grants cultural and linguistic rights to Syrian Kurds as an integral part of the Syrian people and prohibits discrimination or incitement to ethnic strife, thus contributing to the building of a unified, pluralistic national identity.
We believe that, in the context of the political transition, this approach should be part of a comprehensive national reconciliation process, including the convening of a national conference to adopt a national accord document with the participation of all political forces without exclusion.
The Syrian Future Movement sees this directive as an opportunity to build the future Syria as a state of institutions and the rule of law, one that protects the peaceful transfer of power and promotes sustainable development. We also recommend strengthening the role of religious institutions in teaching the values of coexistence and moderation, and intensifying awareness programs to combat hatred in schools and local communities, while supporting the return of displaced persons and ensuring a dignified life for them.
We also call for concerted efforts between government agencies and civil society to implement these directives and to hold accountable any violations that threaten national unity.
The Syrian Future Movement demands the continued implementation of this directive in all governorates and encourages all Syrians to contribute to building a homeland where peace and justice prevail. We believe that our unity is our strength, and our rejection of hatred is our path to a better future.
