Violations against civilians in Raqqa Governorate

The Syrian Future Movement is following with deep concern human rights and media reports documenting ongoing violations against civilians in Raqqa Governorate. The most recent publication concerns the killing of four civilians, including a woman, and the arrest and persecution of more than 35 people, including children and activists, by the Syrian Democratic Forces (SDF) in just one month.

The Syrian Future Movement believes that these practices, which range from extrajudicial killings, arbitrary arrests, torture, and armed raids, constitute a flagrant violation of the most basic principles of human rights. They pose a direct threat to the process of transitional justice and undermine the chances of building trust among Syrian communities at this critical stage in the country’s history.

The Syrian Future Movement affirms that respect for human dignity and the preservation of fundamental freedoms are the cornerstone of any genuine national project. No party, regardless of its authority or geographical location, can claim to represent the Syrian people or defend their interests while practicing oppression, confiscating freedoms, and subjecting civilians to the logic of force and weapons.

The Syrian Future Movement considers the arrest of civilians for raising the Syrian flag, possessing personal photos, or expressing a dissenting political opinion to be authoritarian behavior that perpetuates division and reproduces the logic of exclusion against which Syrians revolted. We also emphasize that national identity is not reduced to symbols or slogans, but rather built on diversity, recognition, and equal citizenship.

The Syrian Future Movement demands an independent and impartial investigation into all documented violations, under the supervision of international human rights organizations, and that those responsible be brought to justice without discrimination or impunity. We also call for the activation of popular and judicial oversight mechanisms for security services in the autonomous areas, ensuring a balance between security and rights.

The Syrian Future Movement strongly condemns the presence of children and women among the detainees, and considers this a dangerous indicator of the collapse of the protection system. We call for their immediate release, the provision of psychological and social support, and ensuring that these violations are not repeated under any pretext.

The Syrian Future Movement warns against the continuation of these practices, as they threaten the country’s unity, weaken the chances of reconciliation, and deepen divisions. Therefore, we call for the launch of a comprehensive national dialogue, with the participation of all civil and political forces, to formulate a binding human rights charter that defines the rules for dealing with civilians and establishes a transitional phase based on justice and accountability.

The Syrian Future Movement believes that building a new Syria cannot be achieved through repression or exclusion, but rather through respect for human beings, empowerment, and inclusion in shaping their future. We affirm that every inch of Syrian land must be a space for freedom and dignity, not an arena for fear and persecution.
