Security violations at Wadi Qandil Resort

The Syrian Future Movement is following with deep concern and condemnation the events at the X Beach Resort in the Wadi Qandil area of Latakia Governorate. According to media reports published on Monday, June 10, 2025, the serious violations committed by security personnel while carrying out an official mission included physical and verbal assaults on civilians, arbitrary arrests, theft of private property, and the closure of the facility without clear legal basis.

The Syrian Future Movement welcomes the confirmation by the Syrian Ministry of Interior, in an official statement issued on October 6, that all involved personnel have been referred for investigation, pending their referral to the judiciary. The statement emphasized that the General Command of Internal Security will not tolerate any violations that undermine the dignity of citizens or violate the law, regardless of the circumstances.

The Syrian Future Movement considers this step, despite its importance, insufficient unless it is complemented by transparent judicial procedures, fair accountability, compensation for victims, and the public release of the investigation’s results. This ensures the consolidation of a culture of accountability and the dismantling of the legacy of the security state, which has long oppressed society without deterrence.

The Syrian Future Movement emphasizes the following:

  1. Rejecting any form of assault on civilians under the guise of law enforcement, and considering the dignity of citizens an untouchable red line.
  2. The necessity of activating an independent judiciary to hold those involved accountable and ensuring that such incidents do not recur in any Syrian region.
  3. Launching a national plan to reform the security services, including rehabilitation, civilian oversight, and defining clear powers to prevent interference and abuse.
  4. Material and moral compensation for victims, and an official apology from the relevant authorities, will restore the dignity of those affected and establish true transitional justice.
  5. Involving civil society in monitoring security performance and enhancing transparency in the management of public institutions.

The Syrian Future Movement believes that the new Syria we aspire to build cannot be governed by a repressive mentality, but rather by a human rights and institutional system that respects human rights, upholds the law, and holds the authorities accountable, not the other way around.
