Presidential Decree Forming the Supreme Council for Education

The Syrian Future Movement is following with great interest the issuance of the presidential decree dated August 27, 2025, establishing the Higher Council for Education in Syria, which aims to unify and develop our country’s education system.
While we welcome the efforts to reform education and strengthen its role as a fundamental pillar for building Syria’s future, we emphasize the importance of viewing this decision with an independent national spirit, leveraging its positives and overcoming its negatives with wisdom and responsibility.

The Syrian Future Movement views the formation of the Higher Council for Education as a promising opportunity to unify educational frameworks and overcome the fragmentation that the education sector has suffered from during the years of conflict. Unifying and developing curricula with a scientific approach can contribute to strengthening national identity and ensuring a unified educational quality that meets the aspirations of our children throughout Syria.

The establishment of a central body to oversee education could also enhance the efficiency of resource allocation and policy implementation, thus addressing chronic challenges in the sector.

While fully appreciating the reformist intentions, the Syrian Future Movement emphasizes the need to be cautious of the potential risks of this decision. We believe that the trend toward excessive centralization may limit regions’ ability to address their specific educational needs and diminish local innovation, which has proven effective in our exceptional circumstances. Furthermore, the ambiguity of objectives and implementation mechanisms, along with the logistical and economic challenges facing Syria, may hinder the achievement of desired goals if not addressed through transparent planning and adequate funding.

The Syrian Future Movement calls for making the most of this decision through:

  1. Transparent planning, by developing a clear plan for the council’s objectives and working mechanisms, while involving educational experts and the local community to ensure a comprehensive vision.
  2. Balancing centralization and decentralization, by maintaining administrative flexibility that allows regions to meet their specific needs while ensuring national coordination.
  3. Enhancing resources, by allocating adequate funding and rehabilitating educational infrastructure, with a focus on supporting teachers and students in affected areas.
  4. Involving the community and initiating a national dialogue that includes all stakeholders to ensure the acceptance and sustainability of reforms. The Syrian Future Movement believes that education is the fundamental pillar for building the future of Syria, a country of pride and dignity. From this standpoint, the Syrian Future Movement renews its commitment to supporting every national effort aimed at reviving education, while emphasizing the need to overcome obstacles with wisdom and cooperation. We hope that this decree will be the beginning of a comprehensive reform that restores Syrian education to its leading role and fulfills our people’s aspirations for a prosperous future.
