A project to support local humanitarian organizations in Syria, as part of the “Ma’een” initiative by Qatar Charity.

On August 4, 2025, Qatar Charity launched a strategic project to enhance the capacities of Syrian humanitarian organizations. This project falls within the framework of the “Ma’een” initiative, which aims to localize humanitarian work and raise the efficiency of local actors in the areas of response, governance, and institutional accountability.

The Syrian Future Movement appreciates this qualitative step, which intersects with the movement’s priorities of establishing an independent, effective, and locally rooted institutional model. We call for this initiative to serve as a systematic approach to reshaping the relationship between international actors and Syrian organizations, ensuring respect for community sovereignty and enhancing institutional independence, free from subordination or political exploitation.

The project, which targets ten Syrian organizations in its first phase and includes a comprehensive assessment of their institutional capacities, the implementation of customized development plans, and the provision of training and technical support, represents an exemplary model for building community institutions capable of managing their resources and performing their duties in accordance with international standards while taking into account local contexts.

The Syrian Future Movement believes that localizing humanitarian work is not merely a technical goal, but rather a national and ethical choice that falls within the project of rebuilding the state on the foundations of participation, justice, and effectiveness.

We also emphasize that supporting local actors must be accompanied by activating a legal and legislative environment that protects their independence and guarantees them a safe space to operate, free from political or security pressures.

The Syrian Future Movement expresses its appreciation to Qatar Charity for adopting this approach and calls on all international partners to engage in a similar process based on mutual trust and strengthening an effective, neutral Syrian response system consistent with Syrians’ aspirations for dignity and empowerment.
