Evacuation of families from As-Suwayda Governorate

July 21, 2025, in the absence of any legal guarantees or official clarifications clarifying the nature and objectives of this measure. These developments occur in a sensitive field and political context that requires the highest levels of transparency and accountability, and an approach that preserves human dignity and respects the local social fabric.

We, in the Syrian Future Movement, remind you of the following:

Any measure related to mass evacuation, without the clear and declared consent of the affected population, and without genuine guarantees of voluntary and safe return, is considered, under international humanitarian law, a form of forced displacement and has serious repercussions on civil peace and the social fabric.

Dealing with tribal families as a “security party,” without distinguishing between civilians and armed groups, constitutes a clear violation of the principle of individual responsibility and contributes to the perpetuation of an exclusionary collective discourse that neither serves the cause of security nor builds national legitimacy.

Such operations, if carried out without judicial or institutional oversight, constitute a violation of the most basic principles of the Syrian social contract and deepen the gap between state and society, especially in areas already suffering from institutional and political marginalization.

Accordingly, the Syrian Future Movement demands the following:

  • Issuing a clear, official statement from the relevant authorities, clarifying the circumstances of the agreement under which the evacuation took place and publicly presenting the legal and political foundations upon which it was based.
  • Ensuring the safe and voluntary return of families, and preventing the process from becoming a permanent pattern of deportation or isolation, especially if it is proven that these families did not participate in any armed activity.
  • Involving local civil and religious institutions in formulating any measures related to community security or rebuilding civil peace, while preserving representation and respecting social privacy.
  • Calling on international and human rights organizations to follow up on the issue and provide legal and human rights support to the affected families, in accordance with international standards for the protection of civilians.

The Syrian Future Movement believes that building a future Syria can only be built on the foundations of justice, equal citizenship, and full respect for human rights, far from fragmented security solutions or symbolic solutions that ignore the roots of the crisis.
