Since the announcement of the establishment of the Syrian Future Foundation, we have received many questions about its relationship with the Syrian Future Movement, and whether the Foundation has become a replacement for the Movement.
Will membership in the Foundation replace membership in the Movement?
The answer is clearly no.
We are talking about two entities that are different in nature and function, but united by a single project. Each has its own role and area of expertise.
First: The Syrian Future Movement:
The Syrian Future Movement is the national and political project that emerged in 2012 from the heart of the Syrian revolution, carrying a comprehensive vision for building a modern Syrian state based on freedom, justice, the rule of law, and citizenship.
The Syrian Future Movement is not merely an administrative license, an office, a headquarters, or a legal document. Rather, it is a political idea, a national organization, and a unifying framework for its members, offices, and bodies.
The Syrian Future Movement arose in circumstances that did not allow for a law governing political parties or a normal political life. Therefore, it derives its legitimacy from its national presence, its struggle, its continuity, and the unity of its members around its project.
Therefore, its existence does not begin with the issuance of a license, nor does it end with its expiration, because it predates all of that.
However, we clearly affirm that we are among the strongest believers in a state of institutions and the rule of law, and we will be among the first to apply for a party license as soon as the Political Parties Law is issued, because building a state of law has been and will remain one of the principles upon which the Syrian Future Movement has been founded since its inception.
Second: The Syrian Future Foundation:
The Syrian Future Foundation is an independent legal entity established in accordance with applicable laws, to serve as an institutional framework for developmental, educational, cultural, human rights, and humanitarian work.
It is not a replacement for the Syrian Future Movement, nor is it a political party. Rather, it represents one of the institutional tools upon which the Syrian Future Movement relies to serve the community, implement initiatives, manage programs and projects, build partnerships, and engage in organized public work within legal frameworks.
Through the Foundation, we can expand community work, reach various governorates, cooperate with official and non-governmental institutions, and implement national and developmental programs in a more organized and sustainable manner.
Thus, the relationship between them is one of integration, not competition.
The Syrian Future Movement outlines the national and political vision, while the Syrian Future Foundation contributes to translating aspects of this vision into programs, initiatives, and projects that serve the Syrian people.
Thus, the Foundation derives its identity and mission from the national project championed by the Syrian Future Movement, while each retains its legal status and functional mandate.
Third: Membership in the Movement and Participation in the Foundation:
Membership in the Syrian Future Movement remains the gateway to belonging to the national political project. It is the framework that unites the Movement’s members, cadres, and offices.
Work within the Syrian Future Foundation, however, is institutional work governed by its programs, regulations, and needs. Members of the Movement and others who share its developmental and social mission can participate, in accordance with the established systems.
Thus, the two entities do not become intertwined, nor does one replace the other. Rather, each fulfills its natural role in serving the nation.
Modern states are not built by a single entity, but by an integrated system of parties, institutions, research centers, associations, and community organizations.
We in the Syrian Future Movement believe that a successful national project requires more than just political action. It also necessitates scientific, cultural, educational, developmental, and humanitarian arms capable of transforming ideas into achievements, visions into reality, and slogans into genuine service to society.
Therefore, the Syrian Future Foundation was established as the institutional arm of the Syrian Future Movement in the fields of development and human capacity building. Meanwhile, the Syrian Future Movement remains the political and intellectual incubator of the national project until the natural transition to licensed political party activity, in accordance with the law on parties and in line with building the state of law and institutions that we have advocated since day one.
