The Syrian Future Movement follows with pride and gratitude the issuance of Decision No. (T/Q/2160) by the Syrian Minister of Social Affairs and Labor, dated July 30, 2026, officially establishing the Syrian Future Foundation. This follows a process that spanned approximately nine months of follow-up and legal and administrative procedures, making the Foundation a recognized legal entity under Syrian law.
This decision is not merely the completion of an administrative procedure, but rather a historic milestone in our national project. It solidifies the transition of our efforts from the stage of initiatives to a stage of organized institutional work based on legal legitimacy, good governance, and sustainability in service to Syrian society.
Since its inception, the Syrian Future Foundation has carried a clear mission: investing in the Syrian people, enhancing education and capacity building, supporting culture, empowering society, consolidating the values of citizenship and the rule of law, and contributing to national development. This official establishment provides the Foundation with a legal framework that broadens its scope of work and strengthens opportunities for partnership with various national and international entities.
The Syrian Future Movement extends its sincere thanks and appreciation to the Ministry of Social Affairs and Labor and to all official bodies that handled the registration process in accordance with legal procedures. Special thanks are also due to the members of the Syrian Future Foundation, its staff, and all supporters and partners who demonstrated patience and trust throughout the waiting period, until this effort culminated in the issuance of the decision.
We in the Syrian Future Movement consider this achievement a victory for all Syrians who believe in the values of development and civic engagement. We affirm that the next phase will be one of practical implementation through the launch of high-quality programs and initiatives that contribute to building the Syrian individual, promoting development, and establishing a culture of participation, social responsibility, and sustainable institutional work.
The Syrian Future Movement offers the following recommendations on this occasion:
- Consider this decision a starting point for expanding the educational, developmental, and humanitarian programs of the Syrian Future Foundation.
- Strengthen partnerships with national and international institutions in a way that serves the public interest and sustainable development.
- Commit to the highest standards of transparency and good governance in managing the Foundation’s operations and programs.
- Utilize this achievement to serve all Syrians without discrimination or exclusion, thereby strengthening the unity and cohesion of society.
- Continuing to work on building a national institutional model that serves as an example of efficiency, sustainability, and societal impact.
The Syrian Future Movement affirms that this decision represents the beginning of a new phase, not the end of its journey, and renews its commitment to institutional work, the rule of law, and serving the Syrian people as the pillars upon which it builds a more stable, just, and prosperous future.
Below, we publish the full text of the official registration decision issued by the Ministry of Social Affairs and Labor, which includes the registration of the Syrian Future Movement under Decision No. (2160). This is to document this institutional achievement and to make its content and legal basis available to the public and interested parties.

The provisions of Law No. 93 of 1958 concerning Associations and Private Institutions.
Republican Decree No. 1330 of 1958, which includes the executive regulations of the Law on Associations and Private Institutions.
Presidential Decree No. 9 of 2025.
Damascus Directorate of Social Affairs and Labor Letter No. 16807 dated December 2, 2025, and Letter No. 13677 dated July 6, 2026.
In accordance with the requirements of the public interest.
The following is hereby decided:
Article 1:
An institution named “Syrian Future” is hereby established in the Damascus Governorate. Its activities will encompass all territories of the Syrian Arab Republic and will be classified according to their field of work: “Education and Empowerment – Culture, Sports, Entertainment, and Arts – Law, Defense, and Rights.” Its objectives are:
- To develop life skills and build capacities, provide consultations, research, and studies, support vocational education programs, and develop educational curricula.
- To support basic and secondary education, adult education, and other educational categories in all specializations and fields, including higher education and early childhood education.
- Promoting, supporting, and organizing cultural events; sponsoring and supporting creative individuals; documenting the culture and identities of society; developing and nurturing the arts in all their forms; encouraging sports; preserving tangible and intangible cultural heritage; and respecting diverse concepts and viewpoints.
- Providing legal advice, assisting in conflict resolution, implementing programs to promote the principles of citizenship, and conducting national reconciliation programs.
Promoting the interests of vulnerable groups, civil and individual rights and freedoms associations, and fostering cooperation and solidarity among workers or specialists in a shared field or in conjunction with the work of artistic and professional unions.
Article 2:
Full coordination with relevant technical bodies regarding activities related to its work.
Article 3:
This decision shall be published and communicated to all concerned parties for implementation.
