The Syrian Future Movement welcomes the participation of the head of the Syrian General Intelligence Directorate, Mr. Hussein Salameh, in the High-Level Conference of Heads of Counter-Terrorism Agencies of Member States, hosted by the United Nations in New York City on June 29 and 30, 2026. This participation reflects Syria’s gradual reintegration into the international security and diplomatic system after years of isolation.
The United Nations included Mr. Salameh among the official participants in the conference, and he also participated in a pre-conference UN event on Syria’s new approach to combating ISIS.
The Syrian Future Movement believes that the importance of this participation lies not only in its protocol aspect but also in the opportunities it may open for rebuilding trust between Syria and the international community, strengthening cooperation in confronting terrorist organizations, exchanging security expertise, and developing the capabilities of national institutions within the framework of international law.
This participation also indicates Syria’s shift from being a recipient of international resolutions to being a partner in discussing regional and international security challenges. This is a transformation that should be built upon to serve Syrian national interests and preserve the state’s sovereignty and independence of decision-making.
The Syrian Future Movement indicates that the presence of a Syrian security official at this level in a specialized UN conference is one of the most significant Syrian engagements in this field in recent years, following years of political and security estrangement from many international forums. This reflects a tangible shift in the nature of the relationship between the new Syrian state and international institutions.
The Syrian Future Movement emphasizes that the success of these openings requires them to be accompanied by the continued building of the rule of law, strengthening the independence of the judiciary, respecting human rights, and establishing good governance. Combating terrorism gains its legitimacy and strength when it is based on constitutional and legal institutions that enjoy the trust of both citizens and the international community.
The Syrian Future Movement hopes that this participation will be a step within a broader process that restores Syria’s natural presence in international institutions, enhances its positive role in maintaining regional security and stability, and creates a suitable environment for removing the remaining obstacles to its full integration into the international community.
