A project to manage and recycle rubble in Douma and Daraya, with Saudi support.

The Syrian Future Movement commends the Saudi project supporting the management and recycling of rubble in the cities of Douma and Daraya in the Damascus countryside. This project, implemented by the Syrian Civil Defense with funding from the King Salman Humanitarian Aid and Relief Center, aims to remove at least 85,500 cubic meters of rubble (46,500 cubic meters in Douma and 39,000 cubic meters in Daraya). To date, more than 75,000 cubic meters have been removed, and a specialized unit has been established to recycle approximately 30,000 cubic meters, converting them into usable construction materials for public facilities.

The Syrian Future Movement applauds this Saudi support, which reflects a constructive Arab partnership in early recovery and reconstruction. We believe that transforming rubble into productive resources represents a practical model of the circular economy, contributing to reducing the environmental and economic costs of reconstruction and opening up opportunities for sustainable local development projects.

The Syrian Future Movement affirms that managing and recycling rubble constitutes a strategic priority during the transitional phase, as it is directly linked to the safety of citizens, the rehabilitation of infrastructure, and facilitating the return of displaced persons to their cities and villages. We emphasize the importance of transforming war debris into genuine development opportunities instead of leaving it as an environmental and health burden.

The Syrian Future Movement stresses that the success of such projects depends on operational sustainability, transparency in implementation, and integration with national reconstruction plans, while ensuring the participation of local communities in Douma and Daraya as active partners in the recovery process.

The Syrian Future Movement recommends the following:

  • Expanding the project to include other affected cities and towns and transforming it into a comprehensive national program for rubble management and recycling.
  • Establishing specialized recycling units in several governorates, while leveraging Saudi and international expertise in this field.
  • Linking the project to plans for the safe return of displaced persons and to housing and public services programs, while prioritizing youth and women in the resulting job opportunities.
  • A clear regulatory framework must be established to ensure transparency, environmental safety, and the optimal use of recycled materials in national infrastructure projects.

The Syrian Future Movement affirms that this Saudi project represents a qualitative step towards the future of Syria, transforming the wounds of the past into developmental resources, establishing a sustainable green economy that serves all its citizens, and strengthening constructive Arab partnerships for the sake of national stability and prosperity.
