Cooperation agreement between Syria and Germany to enhance rapid and effective disaster response capabilities

The Syrian Future Movement welcomes the signing of the new cooperation agreement between Syria and the Federal Republic of Germany in Berlin on Friday, March 27, 2026. The agreement was signed by Syrian Minister of Emergency and Disaster Management, Raed al-Saleh, and German Federal Minister of the Interior, Alexander Dobrindt. It aims to strengthen rapid and effective disaster response capabilities and support emergency systems in Syria. This will be achieved through the provision of technical, training, and logistical support by the German Federal Agency for Technical Relief (THW), including upgrading emergency services equipment and rebuilding command and operations centers.

The Syrian Future Movement supports the professional and institutional approach reflected in the agreement, which focuses on building sustainable national capacities. This will be accomplished by increasing volunteer participation through clear organizational frameworks, providing high-level training for Syrian personnel, and ensuring the long-term sustainability of institutional structures. This step represents a model of constructive international cooperation that supports Syria’s efforts in rebuilding national capacities.

The Syrian Future Movement affirms that strengthening disaster response systems is a strategic priority in light of the transitional circumstances the country is experiencing, as Syria faces recurring natural and environmental challenges. We emphasize the urgent need to build modern and independent national capacities in the field of emergency management.

The Syrian Future Movement emphasizes that the success of this agreement will depend on its ability to translate German support into a robust and sustainable national infrastructure, free from any form of dependency, and in a way that strengthens trust between citizens and the new institutions within the framework of building a civil state.

The Syrian Future Movement recommends the following:

  • Integrating the agreement’s outcomes into a comprehensive national disaster management plan, with sufficient local resources allocated to ensure the sustainability of projects after the German support phase ends.
  • Ensuring broad participation of civil society, volunteer committees, and local activists in training and implementation programs, with a focus on strengthening the role of youth and women as key partners in response systems.
  • Providing transparent and periodic updates on the progress of the agreement’s implementation and the results of joint training and projects to enhance public trust and prevent any political exploitation of international aid.
  • Developing national coordination mechanisms between the Ministry of Emergency Situations and Disaster Management, the governorates, and civil society organizations to transform technical support into sustainable field capabilities that cover all Syrian regions.

The Syrian Future Movement affirms that this agreement is a positive and important step on the path to building the Syria of the future: a Syria that possesses modern institutions capable of protecting its citizens from disasters, and establishes a state of law, social justice and equal citizenship, benefiting from international cooperation that serves the interests of the Syrian people first and foremost.
