The Syrian Future Movement has reviewed the report issued on March 13, 2026, by the Independent International Commission of Inquiry on Syria, which documents a critical period in the country’s history, highlighting the significant challenges and opportunities in the political transition process.
The Syrian Future Movement affirms that this report is an important document reflecting the fragile reality of the transitional phase and clarifying the need to balance justice with stability.
The Syrian Future Movement welcomes the positive approach taken by the Syrian government towards the report, as demonstrated in the official statement issued by the Ministry of Foreign Affairs. It considers this constructive engagement evidence of the maturity of the new Syrian state and its seriousness in dealing with UN mechanisms, and a reflection of the transitional phase’s success in restoring international confidence. The Syrian Future Movement previously noted this in its statement issued in February 2026 on the occasion of Syria assuming the presidency of the Arab Group at the United Nations.
The Syrian Future Movement appreciates the positive steps outlined in the report, most notably the establishment of national committees to investigate the events in the coastal region and Suwaida, the constitutional declaration enshrining rights and freedoms, Presidential Decree No. 13 guaranteeing the cultural and linguistic rights of Syrian Kurds, the general amnesty, the integration of armed groups, and the return of more than three million refugees. We affirm that these steps represent a solid foundation upon which to build and reflect our unwavering vision of establishing a state of equal citizenship, as outlined in our founding document.
The Syrian Future Movement is particularly concerned by the report’s documentation of grave violations against civilians, especially the tragic events in the coastal region and Suwaida during the past year. We emphasize that these crimes committed against Syrians, regardless of the perpetrators, constitute a stain that must be erased through a clear and transparent process of justice. This process must ensure the accountability of senior officials and those complicit, not just the perpetrators, which aligns with the UN commission’s demands.
In light of the Syrian government’s welcoming of the report, and based on its national responsibility, the Syrian Future Movement submits the following recommendations:
First, to the Syrian government:
- Strengthening the transitional justice process: The government is urged to continue the work of the national commissions of inquiry and expand the scope of public trials to include senior leaders and those implicated in the violations in the coastal region and Suwaida, with the participation of independent international observers to ensure transparency, as was done in the trials of a number of defendants in the presence of observers.
- Comprehensive security sector reform: The government should proceed with a comprehensive vetting and training process for the armed and security forces, particularly newly integrated commanders, in accordance with human rights standards. This should be accompanied by the activation of mechanisms for purging those found guilty of committing violations, to ensure that the tragedy is not repeated and to restore trust between society and the security forces, which the committee emphasized as essential to breaking the cycle of violence.
Second, to the international community:
Transforming support into action: This involves converting international assurances of support for Syria into practical steps by providing technical and financial support to national investigative committees, contributing to training programs for security and judicial personnel, and fully lifting remaining sanctions to enable the government to meet citizens’ basic needs, ultimately achieving stability that prevents a resurgence of violence.
The Syrian Future Movement concludes its statement by emphasizing that the success of the transitional process hinges on the state’s ability to achieve a delicate balance between justice and stability, and on the international community’s seriousness in supporting Syria to overcome its challenges.
