Using artificial intelligence in combating corruption

The Syrian Future Movement welcomes the initiative announced by the Central Authority for Control and Inspection on February 22, 2026, to utilize artificial intelligence (AI) technologies in the governance of oversight reports, expedite the preparation of digital studies and analyses, and launch a digital platform for government contracts and procurement that minimizes human intervention and enhances transparency in public spending.

The Syrian Future Movement views this step as a practical and long-awaited application of the vision it has championed for years in the field of digital transformation and modern governance.

The Syrian Future Movement previously conducted a training program in November and December 2023, entitled “Artificial Intelligence Tools and Their Application in Scientific and Practical Fields,” at its office in Azaz. Dozens of young Syrians participated in the program, which aimed to develop their skills in using generative AI models (ChatGPT and similar tools) to boost productivity and combat bureaucratic red tape.

We also emphasize that AI skills have become an essential component of building the capacities of Syrians in the digital age, and that these technologies are a strategic tool for rebuilding the state on modern and transparent foundations.

The Syrian Future Movement affirms that using artificial intelligence (AI) in combating corruption—as demonstrated in the experiences of other countries undergoing digital transformation, such as Estonia (which achieved comprehensive digitization of government services in the early 2000s), the UAE (with its “Bashir” platform and automated procurement monitoring system), and Saudi Arabia (recently reviewed by the Central Agency for Control and Inspection)—can bring about a qualitative leap in Syria, provided it is implemented according to rigorous standards that protect against known risks.

The Syrian Future Movement proposes that implementation focus on the following points to ensure success and minimize risks:

  1. Training AI models on current and new Syrian legislation, while establishing a secure and continuously updated local dataset to avoid biases resulting from foreign data.
  2. Establishing a strict human-in-the-loop oversight framework for every automated decision affecting citizens’ rights or the allocation of public resources, with mandatory human review of any outcome exceeding a certain risk threshold.
  3. Enacting a national law for the protection of personal data (inspired by the European GDPR) before expanding the use of AI in government entities, to prevent privacy violations or data misuse.
  4. Linking the digital platform for procurement and contracts to a partially open database (Open Contracting Data Standard) will allow citizens, the media, and civil society to monitor public spending with genuine transparency.
  5. An intensive and ongoing training program will be provided to the staff of the Authority and other oversight bodies (finance, customs, and taxes), in cooperation with local and international experts, to ensure the effective and secure use of the technology.

The Syrian Future Movement calls for the gradual expansion of this approach to include other sensitive sectors (customs, taxes, public human resources management, and aid distribution), with the formation of a joint high-level national committee comprising technical experts, legal professionals, civil society representatives, and representatives from oversight bodies, to monitor implementation, assess impact, and address any emerging risks.

The Syrian Future Movement believes that investing in artificial intelligence today is an investment in the state of the future—a state that reduces reliance on individual, volatile, and corrupt practices and adopts objective, rapid, and auditable systems to achieve the economic justice, transparency, and efficiency that the Syrian people have long awaited.
