Repercussions of Resolution No. 31 issued by the General Authority for Ports and Customs

The Syrian Future Movement is closely monitoring the economic challenges arising from the implementation of Resolution No. 31, issued on February 6, 2026. This resolution prohibits the entry of non-Syrian trucks into Syrian territory through land border crossings—except in transit cases—and mandates a transfer mechanism within customs yards. The stated aim is to support the national fleet and revitalize Syrian transport companies.

The Syrian Future Movement affirms its full support for the strategic national objective of strengthening Syrian logistical capabilities, incentivizing the modernization of the national fleet, and reducing reliance on foreign transport. This is considered a necessary step towards restoring economic sovereignty and enhancing the regional competitiveness of the Syrian economy during the recovery phase.

At the same time, the Syrian Future Movement believes that the immediate implementation of this resolution, without adequately preparing the logistical infrastructure at border crossings, has led to tangible negative consequences. These include severe operational congestion, delays in goods delivery, a sharp increase in transport and insurance costs, the risk of damage or loss of sensitive goods due to repeated loading and unloading operations, and a direct impact on commodity prices in local markets, particularly given the difficult living conditions and the holy month of Ramadan.

The Syrian Future Movement emphasizes that any successful national economic policy requires a delicate balance between long-term strategic objectives and short-term operational and price stability. Neglecting this balance could exacerbate pressures on citizens’ purchasing power, disrupt supply chains, and diminish the competitiveness of Syrian products in regional markets.

The Syrian Future Movement calls for urgent and balanced measures, including:

  • An immediate review of the current implementation mechanism.
  • Granting a sufficient transitional period to prepare transshipment areas and enhance their technical and operational readiness.
  • Abolishing or amending the “queueing office” system, which hinders free trade.
  • Adopting a genuine participatory approach that includes representatives of the private sector (chambers of commerce, transport and shipping unions) in formulating and amending policies before their issuance, and establishing a temporary technical and financial support program for Syrian carriers to accelerate the modernization and efficiency of their fleets.

The Syrian Future Movement views this moment as an opportunity to transform the challenge into a catalyst for structural reforms in the transport and customs sectors. This will ensure, in the foreseeable future, a more efficient and sustainable national economy that protects consumers, supports domestic products, and strengthens regional trade integration without jeopardizing current economic stability.

The Syrian Future Movement expresses its hope that the intensive follow-up by the Damascus Chamber of Commerce and other economic stakeholders will translate into swift corrective decisions. These decisions will achieve the necessary balance between economic sovereignty and controlled trade liberalization, ultimately building a strong Syrian economy that serves all citizens.
