Inauguration of the Citizens’ Property Documentation Center in the Qaboun and Jobar neighborhoods

The Syrian Future Movement warmly welcomes and highly commends the Damascus Governorate’s inauguration of property ownership documentation units in the Qaboun and Jobar neighborhoods. The foundation stone was laid on Monday, February 2, 2026, marking the second practical step in the reconstruction plan for these neighborhoods, which have suffered extensive damage from years of war and destruction.

We view this initiative, which runs parallel to field surveys and the removal of war remnants and mines, as a crucial step towards regulating property rights and ensuring a safe and organized return for residents.

The Syrian Future Movement considers this project—implemented in cooperation with the “Damascus Gets Ready” program, the National Mine Action Center, and international organizations such as the German Agency for International Cooperation (GIZ), the International Committee of the Red Cross, and the Halo Trust—a positive model of national-international partnership that respects Syrian sovereignty and focuses on protecting citizens’ rights.

We believe that accurately documenting property ownership and surveying land areas provides a solid legal foundation for preparing the final urban plan, thus preventing the chaos and property disputes that often accompany reconstruction efforts in post-conflict countries.

The Syrian Future Movement affirms that reconstruction is a comprehensive process that begins with protecting human rights and private property and culminates in building sustainable communities that restore dignity and hope to Syrians.

This initiative in Qaboun and Jobar should serve as a model to be replicated in all affected areas of Syria, from Aleppo to Homs to Daraa and Eastern Ghouta, to ensure that reconstruction encompasses every Syrian without exception or discrimination.

The Syrian Future Movement calls on the transitional government and relevant authorities to make this center—and those that follow—part of a comprehensive national reconstruction strategy characterized by complete transparency, direct community participation, and legal protection of property rights. The documentation process must be free, swift, and accessible, with fair appeal mechanisms for any disputes, and databases must be published transparently to foster trust between citizens and the state.

The Syrian Future Movement demands that the next phase be one of “reconstruction for all of Syria,” where:

  • Every citizen regains their property rights without fear of conflict or unlawful seizure.
  • Women, youth, and marginalized groups participate in the planning and implementation processes to ensure that reconstruction is inclusive and socially just.
  • International partnerships (such as the German partnership) are integrated within a framework that preserves national sovereignty and serves the public interest, with a focus on transferring expertise and technology to Syrian personnel.
  • Reconstruction is linked to sustainable development programs, including the creation of local job opportunities, infrastructure rehabilitation, and support for the local economy.

The Syrian Future Movement calls on all Syrians—at home and abroad—to contribute to this historic phase, whether by participating in documentation efforts, advocating for the wider adoption of this model, or investing in a future for our homeland worthy of our sacrifices.

The Syria of the future will only be built through the efforts of all, with guaranteed rights for every citizen. Let us work together to ensure that reconstruction becomes a symbol of hope and unity, not division or exclusion.
