US Senate votes to repeal Caesar Act

The Syrian Future Movement warmly welcomes the historic and courageous step taken by both houses of the US Congress, the House of Representatives and the Senate, in including a provision to completely and unconditionally repeal the Caesar Syria Civilian Protection Act of 2019 within the National Defense Authorization Act for Fiscal Year 2026 (NDAA). The House of Representatives voted on December 11, 2025, by a vote of 312 to 112, followed by the Senate vote on December 17, 2025, by a vote of 77 to 20. We believe that this enactment, which awaits the presidential signature expected soon as a formality, represents a fundamental turning point in Syria’s national recovery. It removes key economic obstacles that have hindered reconstruction and foreign investment, paving the way for broader prospects for Syria in the post-conflict era and its transition towards stability and prosperity.

The Syrian Future Movement views this decision as reflecting a shared vision for the region’s future, one based on peace and sustainable development. It opens the door to constructive international partnerships that serve the interests of the people and enhance regional stability.

Therefore, the Syrian Future Movement, based on its unwavering commitment to a civilized national vision that seeks to build a unified, democratic, and civil state, expresses its profound gratitude and appreciation to the steadfast and resilient Syrian people, who have endured years of suffering and sacrifice for the dignity and freedom of their homeland, and to all national forces and international entities that contributed to achieving this historic step.

We also extend our sincere thanks and appreciation to the US House of Representatives and Senate for this courageous and responsible initiative, which affirms the possibility of building positive relations based on mutual respect.

In this context, the Syrian Future Movement calls for strengthening and developing sustainable relations and a strategic partnership between the Syrian Arab Republic and the United States of America, founded on mutual respect and shared interests, in a way that contributes to supporting economic development and regional stability in the Middle East.

At the same time, the Syrian Future Movement urges the Syrian government to roll up its sleeves and work diligently to unify the entire national landscape, strengthen national unity among all components of the Syrian people, and transition swiftly and systematically to a phase of comprehensive development, productive investment, and national reconstruction, in order to restore Syria’s standing as a strong and prosperous nation capable of confronting challenges and fulfilling the aspirations of its people.

Finally, the Syrian Future Movement extends a sincere appeal to all Syrian forces and components, regardless of their orientations and affiliations, to unite and join forces around a new national phase whose main theme is: “Enough of war; let us rebuild Syria together,” through a constructive national dialogue that prioritizes the nation’s interest above all else.
