Signing of Syrian-Jordanian contracts in information technology and cybersecurity

The Syrian Future Movement is closely following the developments that took place in Damascus on November 21, 2025, where a number of partnership agreements were signed between Syrian and Jordanian institutions and companies in the fields of information technology, artificial intelligence, and cybersecurity. These agreements were signed on the sidelines of the Syrian-Jordanian Information and Communications Technology Forum and the “Syria High-Tech” exhibition held in Damascus.

The Syrian Future Movement acknowledges that this regional technological openness represents a significant opportunity to rebuild the capabilities of the communications and technology sector in Syria. Based on the interests of the nation and its citizens, the Movement notes the following:

  1. Development Opportunity: We consider the signing of these cooperation agreements with Jordan a positive step that can contribute to accelerating digital transformation, developing the communications infrastructure, and enhancing high-speed internet services, which will benefit the national economy and job opportunities.
  2. Cybersecurity and Data Protection Priority: With the increasing reliance on digital systems, protecting digital infrastructure and the privacy of citizens’ data must be a non-negotiable national priority.
  3. The National Requirement for Sovereignty and Transparency: Any international partnerships or contracts must be concluded within a framework that preserves national sovereignty and ensures transparency in financing, implementation, and the management of technical resources.
  4. The Role of the Private Sector and Civil Society: The success of digital transformation projects requires the active participation of the local private sector, research and development institutions, and civil society organizations to ensure appropriate solutions with a positive social impact.

Based on the above, the Syrian Future Movement recommends the following:

  1. Establishing a Legal Framework for Data Protection and Cybersecurity: Developing clear legislation and national technical standards for the protection of personal data and critical infrastructure, in accordance with international standards and protecting citizens’ digital rights.
  2. Transparent Contract and Financing Mechanisms: Publishing summaries of partnership contracts, funding sources, and implementation timelines, along with independent oversight mechanisms to ensure clear and effective accountability.
  3. A National Capacity Building Plan: Launching specialized national training programs in cybersecurity, network engineering, and data management, targeting government personnel, the private sector, and young technologists.
  4. Supporting Local Companies and Innovation: Prioritizing partnerships that involve technology transfer and local capacity building, and providing incentives for Syrian startups to participate in project implementation and maintenance.
  5. Guarantees for privacy and user rights: Adopting transparent data use policies, appeal and review mechanisms, and protection against any use that violates fundamental freedoms or exposes citizens to risks.
  6. Balanced regional coordination: Calling on Jordanian and regional partners to respect national sovereignty and provide technical and technological support conditional on transparency and in a manner that serves the interests of the Syrian people.

The Syrian Future Movement calls on the Syrian government, particularly the Ministry of Communications and regulatory bodies, the private sector, academic institutions, and civil society to seize this opportunity to develop a national roadmap for digital transformation that translates agreements into tangible projects that serve development while respecting security and rights.

The Syrian Future Movement also calls on regional partners for constructive cooperation that ensures knowledge transfer and the building of local capacities, rather than complete reliance on an external provider.

The Syrian Future Movement announces its readiness to provide technical and research support, contribute to drafting legislative and technical frameworks, and prepare training programs and pilot projects that demonstrate the impact of digital policies on improving services and job opportunities.

The Syrian Future Movement affirms that any progress in technology and communications must be measured by its ability to improve citizens’ lives, protect rights, and strengthen state sovereignty. The Syrian Future Movement will continue to monitor the implementation of agreements associated with these partnerships and demands clear and transparent accountability to ensure that the benefits are national and distributed equitably.
