The Syrian Future Movement has followed with great concern the reports published by Syrian media on November 6, 2025, regarding the circulation of photos showing a patient outside Al-Mowasat University Hospital in Damascus after being refused admission. The Deputy Minister of Health later confirmed that the Ministry had launched an urgent investigation into the incident.
This incident is undoubtedly a worrying indication of the weakness of institutional protections for patients’ right to receive proper and dignified treatment, and it requires serious attention from all relevant parties.
The Syrian Future Movement emphasizes that the right to proper and dignified healthcare is a fundamental right, not a privilege, and must be upheld in every public and private healthcare facility. Therefore, we demand a transparent and independent investigation into the incident, leading to the accountability of those responsible for any negligence, and ensuring that procedures within the hospital are reformed to prevent the recurrence of such incidents.
The Syrian Future Movement expresses its full solidarity with the patient, his family, and all those affected by this error or negligence. The Movement pledges to follow developments in the case and demand just compensation if negligence is proven. The Syrian Future Movement calls on the Ministry of Health and relevant institutions to launch a comprehensive national review of patient reception mechanisms and service standards in government hospitals, as part of the state’s transitional reforms that support social justice and accountability. We also propose launching a national awareness campaign on patient rights, including training for healthcare workers on respecting medical dignity and humane communication with patients and their companions, in cooperation with civil society organizations.
The Syrian Future Movement recommends that the Ministry of Health issue a preliminary report within a week on the public investigation into the incident and inform the public of its findings and the measures that will be taken. We also recommend that Al-Mowasat University Hospital announce an immediate internal reassessment of its reception and emergency procedures and ensure staff readiness. We emphasize the role of civil society and human rights organizations in monitoring and providing independent reports on the level of healthcare services in Syria.
The Syrian Future Movement believes that the Syria we aspire to is built on the foundations of justice, respect for human rights, and ensuring equal access to healthcare for every individual. We consider this incident an opportunity to launch necessary reforms in the health sector that achieve dignity for the patient and society.
