Criminal Investigation Department wanted persons prior to 2025

The Syrian Future Movement is following with great interest the positive developments in the transitional phase that Syria is undergoing after the fall of the tyrannical regime. In this context, we welcome the decision issued on Monday, November 3, 2025, by the Ministry of Interior of the transitional government, which stipulates that no one wanted by the Criminal Investigation Department will be arrested for cases related to the period before 2025, with the exception of serious crimes such as murder, attempted murder, robbery, extortion, and kidnapping.

The Syrian Future Movement views this decision as a significant step towards strengthening the principles of transitional tolerance and national reconciliation. It contributes to ending the negative effects of the arbitrary restrictions imposed by the former regime on the freedom of movement and travel of millions of Syrians, whether due to their political opinions, their participation in the revolution, arbitrary arrests, or forced conscription.

It also opens the door to broader social integration and facilitates the return of exiles and refugees to their homeland with greater confidence, thus strengthening societal stability and paving the way for comprehensive reconstruction.

The Syrian Future Movement emphasizes the necessity of ensuring that this decision remains supported by objective and transparent oversight mechanisms that guarantee its fair implementation, while upholding the rule of law and international human rights obligations. Tolerance does not mean compromising justice; rather, it must be accompanied by intensive efforts to investigate serious crimes, establish independent committees to review cases, and provide reparations to victims.

We also call upon the responsible authorities to expand the scope of these reforms to include the cancellation of all remaining politically motivated charges and to guarantee the protection of Syrians and vulnerable groups from any potential violations.

The Syrian Future Movement reaffirms its commitment to its comprehensive vision for building the future of Syria, where freedom, justice, and pluralism are the firm foundations for establishing the institutions of the new state. We call upon all Syrian parties and the international community to support these joint efforts to achieve lasting peace and prosperity for our people.
