Reasons for the New Covenant’s disregard for calls to hold a Syrian conference that includes national political forces

The call for a comprehensive Syrian conference is not a formal step, but rather is linked to national security and reconstruction. The new regime’s disregard for these calls can be explained by several factors:

First: It considers the stage a foundational one requiring a strong central authority that prevents conflict.

Second: Previous experiences of the opposition have demonstrated a lack of unity and its dependence on external actors.

Third: There are security concerns about the conference being exploited to bring in hostile forces.

Fourth: The absence of a legal basis prior to the adoption of the political parties law renders any conference devoid of clear legitimacy.

Fifth: There is a fear of the return of regime remnants or platforms linked to hostile forces.

Finally: The new regime believes that the priority is rebuilding the state, and that holding any national conference must be carefully considered and initiated by national political actors before waiting for an official invitation.
