Syrian Network for Human Rights report on the violations of the Civil Peace Committee

The Syrian Future Movement followed with great interest the report issued by the Syrian Network for Human Rights on September 15, 2025, entitled:
“Transitional Justice and Civil Peace: Mistakes of the Civil Peace Committee in Syria and the Need to Correct the Course.”
The report revealed a series of serious violations committed by the Civil Peace Committee, most notably the absence of legal standards, the abuse of judicial powers, the issuance of amnesty decisions without legal basis, and the disregard for victims’ rights to participation and information. The report also indicated that these practices threaten the transitional justice process and undermine the chances of sustainable peace in post-conflict Syria.

The Syrian Future Movement affirms that transitional justice and civil peace are not contradictory but complementary paths, and that any attempt to prioritize stability over justice represents a serious deviation from the goals of the national transition.

Based on the Syrian Network for Human Rights report, the Syrian Future Movement recommends the following:

  • Redefining the role of the Civil Peace Committee, limiting the committee’s role to community dialogue and local reconciliation, without exercising executive or judicial powers.
  • Enact a transitional justice law and develop a comprehensive legal framework for transitional justice that guarantees accountability, truth, compensation, and institutional reform, with broad community participation.
  • Ensure the independence of the judiciary, as we reject any non-judicial interference in release and amnesty cases. We emphasize the need to respect judicial independence and guarantee victims’ right to litigation.
  • Enhance transparency and standards, publish all Civil Peace Committee decisions with their justifications, and adopt a clear procedural guide governing its work, along with an independent oversight mechanism.
  • Involve victims in the justice process, as the movement emphasizes that justice is not complete without involving victims in policy formulation and ensuring their right to knowledge and accountability.

The Syrian Future Movement believes that building a new Syria requires a transparent and just path that enshrines rights and establishes a sustainable peace based on accountability and reconciliation. It emphasizes that any transgression in this regard will be punished.
