The Syrian Future Movement welcomes the statements made by the Commander-in-Chief of the Syrian Democratic Forces, Mr. Mazloum Abdi, during the expanded meeting held in the city of Shaddadi, Hasakah Governorate, on July 26, 2025. Abdi announced the commencement of field steps to hand over state institutions in Deir ez-Zor Governorate, to be followed later by Raqqa and Hasakah Governorates, under gradual arrangements agreed upon with the Syrian government.
The Future Political Movement appreciates this responsible approach expressed by Mr. Abdi, which represents a qualitative shift in the relationship between the center and the peripheries. It reflects political maturity in addressing the demands of the transitional phase, and renews hope for the possibility of building a comprehensive national model that transcends the logic of marginalization and exclusion and restores the concept of equal citizenship within a modern civil state.
The Syrian Future Movement believes that Mr. Abdi’s insistence on refusing to hand over territory or dissolve the autonomous administration, and his preference for a gradual, organized process of integration, indicates a genuine desire to forge a complementary relationship between local institutions and the central authority. It also reinforces dialogue as the sole path to formulating a consensual political future that guarantees representation of communities and preserves stability in areas with social and administrative specificities.
The Syrian Future Movement believes that this approach represents an opportune moment to consolidate the logic of participatory legitimacy and achieve an institutional transformation based on the principles of building a sustainable social contract. This transformation must be invested in establishing a new constitutional framework that guarantees the cultural and political rights of all Syrians, including those in the northern and eastern regions.
Accordingly, we, the Syrian Future Movement, recommend the following:
- Calling on all active parties to engage in an open political dialogue, supervised by an independent national body, aimed at formulating a comprehensive transitional roadmap.
- Accelerating administrative and institutional integration mechanisms based on national employment, not political loyalty, to ensure the impartiality of public service institutions.
- Establish a joint committee to monitor the handover process, including representatives from the Autonomous Administration, the central government, and civil society organizations, to ensure transparency and standardization.
- Reassess security and military policies in the areas included in the integration to ensure stability and prevent any power vacuum or unplanned encroachment.
The Syrian Future Movement emphasizes that what is happening today in Deir ez-Zor may be the beginning of a new political model that establishes a diverse and equal social contract and restores Syria’s role as a state of institutions and citizenship, not a state of settlements and sectarian areas.
