The Syrian Future Movement is following with great interest the findings of the report issued by the National Commission for Investigation and Fact-Finding, which addressed the grave violations committed in the governorates of Latakia, Tartous, and Hama during March 7-9, 2025, resulting in the deaths of 1,426 people, including women and civilians, in addition to security and military personnel, some of whom were executed in the field after being wounded or while in detention.
The Syrian Future Movement commends the commission’s efforts in documenting field testimonies and judicial examinations, and its confirmation of the irregular nature of the violations, their vengeful and sectarian motives, and the connection of some of the perpetrators to remnants of the former regime and their efforts to separate the Syrian coast and establish a separate political entity. We also commend the commission’s recommendations, which called for reparations, judicial prosecution, and the integration of factions under a unified national command.
The Syrian Future Movement affirms, based on international humanitarian law, the Universal Declaration of Human Rights, and relevant international agreements, the following:
- The report and its full details must be publicly disclosed (without publishing the names of the accused), out of respect for the right of victims and their families to know, and to uphold the transparency of investigations as a principle of fairness.
- All those involved, including perpetrators, organizers, and instigators, must be prosecuted before an independent judicial body, with guarantees of non-impunity.
- Include these violations in the national transitional justice plan, as they constitute collective crimes that require accountability, recognition, and reparations.
- Call upon the authorities to adhere to the commission’s recommendations, particularly with regard to reparations, and to sign relevant international agreements, such as the Convention against Enforced Disappearance.
- Reject any attempt to politicize the investigation or obscure its findings, and emphasize that justice is not a tool for revenge, but rather a fundamental condition for building a just, democratic state.
The Syrian Future Movement affirms that what happened on the Syrian coast is a true test of the state’s ability to break the legacy of exclusion and abuse and transition to a political system that establishes justice, protects rights, and strengthens pluralism.
The blood of the victims can only be protected by establishing the truth, establishing justice, and ensuring non-recurrence.
