From the memory of the Syrian revolution: 30/07/2011

On this day in 2011:

Bashar al-Assad issued Legislative Decree No. 94 for the year 2011, which decreed the reduction of the monetary substitution fee for those residing outside Syria with permanent residency of no less than four years to five thousand US dollars.
