The Syrian Future Movement follows with great interest and appreciation the news of the Syrian Ministry of Energy’s signing, on Tuesday, July 21, 2026, of a memorandum of understanding with the Saudi cybersecurity company “Cypher.” The Movement views this as a practical implementation of the “New Syria” vision, which is based on digital transformation, securing infrastructure, and strengthening strategic partnerships with sister nations, thus contributing to national security and supporting economic recovery.
The Syrian Future Movement commends this step, which establishes strategic cooperation in a sensitive and vital sector.
The memorandum was signed by Ibrahim Al-Adhan, Assistant Minister for Planning and Institutional Excellence, on behalf of the Ministry of Energy, and by Thamer Al-Dhafeeri, CEO of Cypher, in the presence of several officials from both the Ministry and the company.
The memorandum stipulates cooperation in developing standards, regulations, and legislation related to cybersecurity in the energy sector, enhancing compliance with international standards, and developing the Ministry’s capabilities in protecting critical assets, early threat detection, and effective response to cyberattacks, thereby ensuring business continuity and the protection of sensitive data and assets.
This partnership embodies joint Arab cooperation in confronting technological and security challenges, and represents an investment in Saudi Arabia’s advanced expertise in this field.
The Syrian Future Movement notes that the energy sector is among the most vulnerable to cyberattacks, and that its protection has become a national and security imperative that cannot be postponed.
We commend this approach, which contributes to enhancing preparedness to counter cyber threats and developing national capabilities in this area, thereby strengthening the security and sustainability of the energy sector in Syria.
