Preparing comprehensive and accurate assessment reports of war damage

The Syrian Future Movement warmly welcomes the announcement issued by the Ministry of Local Administration and Environment of the Syrian Arab Republic on February 24-25, 2026, regarding the commencement of comprehensive and accurate damage assessment reports for the fifteen-year war, in partnership with the United Nations Human Settlements Programme (UN-Habitat).

The Syrian Future Movement considers this step a crucial strategic move towards the scientific and objective documentation of the extent of the destruction inflicted by the former regime on infrastructure and civilian property. The initial report for Daraa Governorate revealed damage to more than 95,000 housing units, including 33,400 completely destroyed homes, in addition to severe damage to more than 55 bakeries. The report also provides comprehensive field coverage of the housing, education, health, infrastructure, service, and religious facilities sectors.

The Syrian Future Movement affirms that these reports should form a reliable and transparent national database, used as a scientific basis for formulating sustainable and integrated reconstruction plans and for efficiently directing international and local investments and aid. This database should also allow for the measurement of actual progress in subsequent phases through verifiable indicators and independent evaluation.

The Syrian Future Movement calls for strengthening mechanisms of transparency, impartiality, and broad participation in the evaluation process. It proposes the formation of a joint national-international oversight committee comprising representatives of independent civil society organizations, national and international experts, and representatives of affected and displaced persons from all Syrian communities. This committee would ensure the data remains unbiased and free from political exploitation, and guarantee the fair and equitable distribution of resources to all regions and groups without sectarian, regional, or political discrimination.

The Syrian Future Movement recommends the establishment of an independent national reconstruction fund, jointly managed by the transitional government, civil society representatives, and international partners. This fund would rely on the aforementioned reports as the basis for resource allocation, with safeguards against any external influence or diversion of funds away from the interests of the Syrian people.

The Syrian Future Movement reaffirms its unwavering commitment to supporting every effort that contributes to rebuilding Syria on the foundations of a democratic, civil state based on equal citizenship, social justice, and respect for Syrian diversity. It emphasizes that reconstruction must proceed in tandem with accelerating transitional justice processes, holding perpetrators accountable, releasing detainees, and restoring the rights of victims and displaced persons to achieve genuine and sustainable national reconciliation.

The Syrian Future Movement calls on relevant authorities to expedite the issuance of subsequent reports for all governorates and to publish them publicly and regularly through official and independent platforms, providing translated and simplified versions for the public. This will enhance public trust and empower Syrians to actively participate in monitoring and evaluating national recovery efforts.
