Promoting integrity and combating corruption in the civil aviation sector

The Syrian Future Movement emphasizes the importance of building a state based on the rule of law and accountability as the foundation for stability and sustainable development.

We in the Syrian Future Movement are committed to the values ​​of the Syrian revolution and the project of building a new Syrian state. We are following with deep interest the official efforts to eradicate the roots of corruption that have plagued state institutions for decades, and we see these efforts as a reflection of the Syrian people’s will to restore their dignity and resources.

In this context, the Syrian Future Movement warmly welcomes the decision issued by the Syrian Civil Aviation Authority on January 3, 2026, which prohibits its employees and staff from accepting any gifts or material or moral benefits from entities related to its work or the aviation and air transport sector.

This decision, which classifies accepting such benefits as a form of bribery and abuse of public office, is a bold step towards strengthening the principles of integrity, impartiality, and transparency, while emphasizing the obligation to immediately report any such attempts within 48 hours to the Administrative Development Department.

The Syrian Future Movement views this measure as a direct response to the heavy legacy of corruption in the aviation sector, which witnessed massive embezzlement under the former regime. This included electronic manipulation of Syrian Airlines tickets exceeding 65 billion Syrian pounds, as well as suspicious fuel supply deals that resulted in daily losses of up to one million US dollars. This decision also comes as a natural extension of the comprehensive anti-corruption campaign launched by President Ahmed al-Sharaa on November 1, 2025, which focused on preventing nepotism and corrupt practices among former loyalists and new officials, including members of his family. Furthermore, it aligns with international efforts in which Syria has participated, such as its participation in the 11th Conference of the States Parties to the United Nations Convention against Corruption in Doha on December 21, 2025, where Syria discussed strengthening international cooperation in combating corruption with countries like France.

Within the context of the aviation sector specifically, this decision supports progress towards attracting international investment, as exemplified by the appointment of an international consortium for a $4 billion airport project on November 28, 2025. This project relies on guarantees of transparency to ensure aviation safety and bolster the national economy. Furthermore, the easing of international sanctions, such as the US Department of Commerce’s September 12, 2025, relaxation of export restrictions to Syria, which included facilitating civil aviation and other civil services, as well as the repeal of the Caesar Act as part of the report removing Syria from the list of state sponsors of terrorism, reinforces this positive impact.

The Syrian Future Movement sees this decision as an opportunity to redefine Syria’s identity as a modern state, where aviation becomes a symbol of openness and innovation, connecting the world’s peoples and opening doors of economic opportunity for Syrian youth.

However, to ensure the success of these efforts, the Syrian Future Movement calls for extending such measures to all government institutions, while establishing independent oversight mechanisms that include community committees and international organizations, to prevent any misuse that could transform reform into a tool for political exclusion. We also emphasize the need to support these reforms with employee training programs, improved salaries to address economic challenges, and enhanced digital transparency through online platforms for reporting corruption, drawing inspiration from the international conference on combating corruption in sports and law scheduled for Damascus on July 6, 2026.

The Syrian Future Movement calls on all Syrian and international parties to actively participate in this process, transforming Syria from a country suffering from the wounds of the past into a regional model of good governance.

Building a prosperous future requires not only strict laws but also a collective will that makes integrity a daily practice, ensuring a safe environment and fertile ground for opportunities for our future generations.

We in the Syrian Future Movement remain committed to supporting these efforts, believing that transparency is the only path to a free and strong Syria.
