The Syrian Future Movement welcomes the announcement issued by Finance Minister Mohammad Yasser Barnieh on December 11, 2025, regarding the signing of the final document for the project to repair and rehabilitate electricity transmission lines in the Syrian Arab Republic. This project, undertaken in partnership with the World Bank and financed by a non-refundable grant of US$146 million, is the first of its kind with this international institution in nearly four decades.
The Syrian Future Movement believes that, within the framework of the current transitional phase, which constitutes a crucial turning point in the Syrian people’s journey towards restoring full national sovereignty and restructuring state institutions on the foundations of good governance and social justice, this agreement represents a fundamental strategic step towards strengthening economic and developmental stability. The project focuses on rehabilitating high-voltage (400 kV) electricity transmission lines, restoring substations, providing spare parts and equipment necessary for maintenance, and offering technical support for formulating sustainable strategies for the energy sector. We also believe that these measures will directly contribute to improving the efficiency of electricity supply, reducing losses resulting from dilapidated networks, and supporting economic activity in war-affected areas, particularly those that witnessed mass displacement. This will enhance the possibility of the return of internally displaced persons and refugees and contribute to comprehensive reconstruction. Furthermore, we believe that regional interconnection with neighboring countries such as Jordan and Turkey reflects an integrated regional vision that helps strengthen economic cooperation and energy exchange, and opens up prospects for future partnerships that support Syria’s energy independence.
The Syrian Future Movement believes that this development comes within the context of the increasing international openness that Syria is witnessing following the repeal of the US Caesar Act by the US House of Representatives and the visit of the first IMF mission to Damascus in October 2025 to provide technical assistance in the areas of budgeting and financial management. We believe that this cooperation, based on grants without political conditions, reflects renewed confidence in the transitional government’s ability to implement genuine institutional reforms and paves the way for additional projects in other vital sectors.
The Syrian Future Movement emphasizes the necessity of adhering to fundamental principles to achieve the desired objectives:
First, transparent and independent oversight mechanisms must be established for all phases of implementation and financial disbursement. These mechanisms must include the active participation of civil society and relevant international bodies to prevent any risks of corruption or mismanagement that could hinder comprehensive national benefit.
Second, the equitable distribution of the project’s benefits across all Syrian regions must be ensured, prioritizing the most deprived and needy areas. This will strengthen national cohesion and prevent any sense of regional marginalization.
Third, this project should be integrated within a comprehensive national strategic framework for the energy sector. This framework should focus on the gradual transition to renewable and environmentally sustainable energy sources, taking into account global challenges related to climate change and the need to diversify energy sources to ensure long-term energy security.
The Syrian Future Movement sees this agreement as a historic opportunity to build solid economic foundations that will lead to a comprehensive revival. Therefore, we call on the transitional government to expedite the disclosure of the precise details of future projects and to launch a broad national dialogue that includes all political and social forces to determine national development priorities, ensuring that these steps will be a fundamental building block in the path of lasting peace and shared prosperity.
