Allowing the import of modern machinery—including excavators, tractors, rollers, crushers, and asphalt and concrete plants—represents a practical transformation in the construction production structure, with the following economic implications:
First, it reduces implementation costs and enhances the economic viability of projects. Technical estimates indicate that modernizing equipment can decrease construction project implementation costs by 25–40% due to lower maintenance, spare parts, and fuel consumption costs. This reduction is a pivotal factor in increasing the efficiency of public and private spending and directing resources towards additional projects of national priority.
Second: Accelerating growth in the construction sector and enhancing the state’s implementation capacity, as the construction sector currently represents the primary engine of growth in the early recovery phase. The introduction of modern machinery will expedite the implementation of road, bridge, sanitation, and housing projects, directly impacting the economic growth rate and increasing the state’s ability to translate plans into tangible results on the ground.
Third: Creating job opportunities and revitalizing supporting sectors. The Syrian Future Movement emphasizes that this decision will generate thousands of direct and indirect job opportunities in the fields of operation, maintenance, transportation, and logistics, thus supporting the economic stability of families and increasing economic activity in all governorates.

Based on its economic vision of controlled openness and productive investment, the Syrian Future Movement calls for complementing the current decision with a set of supplementary measures, most notably:
- Establishing a streamlined banking financing mechanism that allows for the import of machinery with reduced collateral and preferential interest rates from public and private banks, and permitting the replacement of old equipment with similar imported equipment tax-free, while coordinating the existing inventory.
- Temporarily reducing customs duties to 5% for three years, with a full exemption from reconstruction fees for this category.
