The Syrian-European dialogue with civil society kicks off in Damascus

The Syrian Future Movement is closely monitoring the launch of the Syrian-European Dialogue, hosted by Damascus on November 15, 2025. This dialogue falls within the European Union’s approach aimed at strengthening civil and institutional engagement in the post-liberation phase.

The Syrian Future Movement considers this initiative a clear indication of the international community’s shift towards supporting the reactivation of Syrian state institutions and strengthening partnership frameworks with local civil society.

The Syrian Future Movement believes that engaging a wide range of civil actors in discussions on transitional justice, governance, and social cohesion is a crucial step in shaping the public policies required for state reconstruction. However, the success of this process hinges on developing a sustainable, institutionalized dialogue structure that provides effective channels for monitoring, evaluation, and technical support.

The Syrian Future Movement also emphasizes that any genuine dialogue between Syrian partners and the European Union must be based on three fundamental principles:

  1. The independence of civil society through protecting its operational space, ensuring its non-politicization, and empowering it to fulfill its oversight and accountability functions.
  2. Data-driven policies are essential for building coherent programs for early recovery and democratic transition. This requires accurate databases, transparent sectoral assessments, and evidence-based analytical models.
  3. The integration of relief, development, and stabilization is crucial to ensuring Syria’s transition from crisis management to medium- and long-term planning through well-considered projects that address structural gaps in services and institutions.

The Syrian Future Movement believes that the success of this initiative lies not merely in holding the sessions, but in their ability to produce actionable outcomes and translate them into executive programs with clear performance indicators, timelines, and transparent monitoring tools, thus enabling sound governance of the transition process.

The Syrian Future Movement also calls for strengthening the integration of local efforts with European support through:

  • Supporting institutional capacity building for local civil society organizations.
  • Developing shared platforms for data exchange and analysis.
  • Utilizing the European Union’s technical expertise in the areas of administrative reform, service decentralization, and transitional justice.
  • Linking the outcomes of this dialogue to the priorities of national recovery and the requirements for building a new social contract

The Syrian Future Movement affirms that this step, while important, must be part of a broader national dialogue process based on effective partnerships between the government, civil society, and the private sector, serving the central goal at this stage: building a modern, just, and stable Syrian state, capable of integrating into its regional and international environment.

The Syrian Future Movement emphasizes that the current transitional phase requires redoubled efforts to establish dialogue platforms of a technical and institutional nature, capable of transforming international support into tangible development opportunities that contribute to improving citizens’ lives, strengthening the political reform process, and consolidating the principles of governance, transparency, and citizenship.
